Who is Jesus talking about? Christians or non-believers?

First, don't you think we might have to determine of whom He is speaking, by the way He describes them?

He says they, the ones who will enter the Kingdom of Heaven, (...or "kingdom of God", since they are interchangeable terms) are the ones doing the will of God.
Well, we know from Jesus' words in Scripture, the kingdom does not refer to a final eternal residence, but a here-and-now, state of being.
OK, so it is the people who do the will of God who will enter the kingdom......... or.... will know Him, and live for Him.

Next, what is "the will of God?"

Keep the Law? No. We know that cannot be it, because many of the Jews were already doing that, and had been doing so for centuries. So, maybe we should simply see what the Bible says "the will of God" is.

Can you find anywhere in the Bible where we are told, "The will (or work?) of God" that we should be doing? Here are three verses that might point in that direction:
John 6:29
1 John 3:23
John 6:40

“Teacher, which is the great commandment in the law?” 37 Jesus said to him, “‘You shall love the Lord your God with all your heart, with all your soul, and with all your mind.’[a] 38 This is the first and great commandment. 39 And the second is like it: ‘You shall love your neighbor as yourself.’[b] 40 On these two commandments hang all the Law and the Prophets.” Matthew 22:36:40 NKJV

For where your treasure is, there your heart will be also. Matthew 6:21 NIV

It seems to me that Jesus is talking to those who break the "Royal Law" and those who are able to tithe with their time, talent, and treasures but do not. They believe they are Christians by intellectual knowledge, but their heart is far from Him. They will not do any of these things because God does not abide in them.

We learn in John 2:23-25 NLT that many believed in Him but Jesus did not commit to them because He knew their hearts were far from Him.

Also read the story of the Seven sons of Sceva in Acts.

Yeah, the chief message our preacher pushes is..... Are they liars? Love them...... Are they hookers? Love them...... Are they thieves? Love them...... Are they Druggies? Love them...... Are they homosexuals? Love them...... Are they stuck-up church-goers? Love them....................

He is correct! Without this treasure ("The Royal Law") in your heart you are going to hell or you will live in the "nations". So we must be in harmony (fear God) with God first then all these things will be added. Matthew 6:33

"A new command I give you: Love one another. As I have loved you, so you must love one another. John 13:34 NIV
This statement by Jesus illustrates not only the relationship between Jesus and his disciples, but also his attitude towards relationships in general.
To Jesus, love comes from a deeper place. A place of unconditional love.

He was talking to people who believed they where Christians but where in fact not true Christians.

I believe Jesus will be talking to those who have rejected the Atonement of Jesus and have sought salvation through their own works. Or people who see salvation as a partnership effort between The work of Jesus and their own works.

We are saved 100% by believing Jesus and trusting in what Jesus did..

Lots of people in the religions of bondage believe that their good works or religious works or works at avoidance of sin grants them eternal life when added to the works of Jesus. It is a religious trap. designed to lead people to deny the sufficiency of the Atonement of the Messiah Jesus.
 
There are a few squeaky wheels in the public that I know Jesus will be saying this to. They think they are doing God's will, but do not (repeat) do not know him at all!!!!!! They are boastful in their speech about the Lord, but really have no clue.
