Dear Brother Knotical, I have no idea the direct influence the plugin you reference has, but Chrome uses plugins as extensions to enhance certain of their programs, and even the connections to other venues. When I would attempt to watch a video on certain URL's I would read the message "Unable to load plugin."
For instance I had did something that affected my ability to watch videos of Fox News on Google, and there was the same problem with downloading crossword puzzles. I did a Restore to an earlier date to no avail. On problems like this I have a computer repair repair online that uses Teamviewer to connect with my computer. He takes over my computer from his location as I watch him whiz through my programs for $1 per minute and he finally completely deleted and reloaded Google which brought the missing plugin back. My bill was $25 and part of that due to my download of team Viewer was missing also for some unknown reason, and it took time to get it online which is somewhat to a telephone number which they have to get a new number every time it is used.

I sort of compare them also to protections against other programs such as viruses or identity theft that Windows uses. Notice that the these plugins URL begins with https; a safety for sure.
I was actually looking at the plugins because something had been installed that kept causing things to popup when I clicked in certain places on certain websites. Turned out I think one of my kids downloaded some sort of ad service, which was an extension not a plugin, so I googled it and found out how to remove it. All is good now.
Interestingly enough one of the sites that was affected was this one. Whenever I would click on the "New Posts" link in the menu bar another browser window would open and start playing some random video.
