Homestead.com has drag and drop website creation. But it's only free for 14 days and then it's $49.95 per year afterwards. That's about $4 per month. For personal accounts.

Yes, I would suggest GeoCities. They have a pretty good site builder and site wizards.

I used geocities for my website http://geocities.com/godsloveonline1

and It worked out great! If you're not that great with html, you can use a program like Microsoft Frontpage to design and then copy and paste the html codes into the geocities file manager.
