What do you think is mean by the word fire here.
Luke 3:16'John answered and said to them all, "As for me, I baptize you with water; but One who is coming who is mightier than I, and I am not fit to untie the thong of his sandals; He will baptize you with the Holy Spirit and fire.' <-- ( this fire I am referring to)
17'His winnowing for is in His hand to thoroughly clear His threshing floor, and to gather the wheat into His barn; but He will burn up the chaff with unquenchable fire.'

My study bible says:
'And fire' Here, fire is associated with judgment(v.17)

Which is correct.

Luke 12:49-50 Disciples’ Literal New Testament (DLNT)
49 “I came to cast fire upon the earth; and how I wish that it were already kindled! 50 But I have a baptism to be baptized; and how I am held by it until it is accomplished!

Luke 3:17-18 Whose winnowing-tool is in His hand so as to clean-out His threshing floor and gather the wheat into His barn; but He will burn up the chaff with an inextinguishable fire”. So indeed, while also exhorting many other things, he was announcing-good-news-to the people.

This is good-news folks! Why? You are wheat/grain (baptized into Christ via the Holy Spirit) still growing inside a hull/chaff of a fleshly body who one day will be gathered into His barn.

It's good-news because It's also associated with the purification of that which is Holy (His temple) but yet still has some impurities (chaff). But one-day, the wheat will mature and will be harvested and the chaff will be separated from the grain and the grain will enter His barn. And it's done By Him, not us!

1 Corinthians 3:15-17 If one’s work shall be burned-up, he will suffer-loss. But he himself will be saved, yet so as through fire. Do you not know that you are God’s temple and the Spirit of God is dwelling in you? If anyone ruins the temple of God, God will ruin this one. For the temple of God is holy— which you are!

We are (have been that is) baptized with the Holy Spirit (a born from above, new creation we are). We are wheat growing in His field waiting to mature, dry-up and be harvested and be separated from our fleshly bodies (our hull/chaff). Yet our old sinful flesh (our tent, our hull, even Paul's) still causes us to not be totally pure. But no worries, on that one-day, Judgment Day, there will be an hour within it, where we will be "baptized with fire" by Him and purified totally.

Revelation 14:14-16 And I saw and behold— there was a white cloud, and one sitting on the cloud resembling a son of man, having a golden crown upon his head and a sharp sickle in his hand. And another angel came out of the temple, crying-out with a loud voice to the one sitting on the cloud, “Send your sickle and reap, because the hour to reap came, because the harvest of the earth was dried-up”. And the one sitting on the cloud cast his sickle over the earth, and the earth was reaped.

Revelation 22:10-12 10 And he] says to me, “Do not seal the words of the prophecy of this book, for the time is near. 11 Let the one doing-unrighteousness still do-unrighteousness. And let the filthy one still be-filthy. And let the righteous one still do righteousness. And let the holy one still be made-holy. 12 ‘Behold— I am coming quickly. And My recompense is with Me, to render to each one as his work is.

Simply stated, its hell. Its my conviction that whatever hell is its worse than literal fire.

1st and 2nd Coming.

At Christ's 1st coming, (Incarnation-virgin born).....After he was crucified and then rose from the dead and ascended, He gave the Holy Spirit and now we are baptized "into Christ", and are "in Christ".

At Christ's 2nd Coming......you will have this......(Fire)...... 2nd Thess 1:8 :. ""In flaming fire taking vengeance on them that know not God, and that obey not the gospel of our Lord Jesus Christ"
 
I believe fire here means empowerment that we are indwelled by the Holy Spirit to continue in the works of the Lord.
 
It seems fire in the bible is used for multiple different reasons.
One article said it is a refining fire. I always pictured it as 'on fire for the Lord' because I used to hear people say that. Because , quite frankly, the sentence structure is referring to the same person. To be baptized with the Holy Spirit AND fire. How can you be baptized with judgment? We depend on proper English to communicate correctly. Otherwise they did a really bad job of it.
 
Like I said fire can also mean to be empowered just like being on fire for the Lord means the empowerment of the Holy Spirit that indwells us to be powerful in the service of the Lord as His servant. Baptized with the Holy Spirit and fire is not judgement, but again being empowered or energized to go forth into the world with the guidance of the Holy Spirit to speak in all truths in the boldness of God.
 
How can you be baptized with judgment?
How can we not be at the proper time?

1 Corinthians 4:5 Therefore do not judge anything before the time, until the Lord should come, who will both enlighten the hidden things of darkness and will reveal the counsels of hearts, and then praise will come to each one from God.
