Which can not possibly be true since getting marriage is in no way shape or form a declaration of being a believer. It's a vow to be joined together in accordance with the male and femaleness God instituted. That's all.
If you are not a believer then it's irrelevant whether God instituted it or not. All you are doing is getting married under the institution of the government and its requirements to be known as husband and wife.

But it's not irrelevant in regard to adultery.
God doesn't check to see if you're a Christian when it comes to adultery.
Even unbelievers who get married are guilty of adultery when they stray.

I'm not asking about adultery and I agree with what you are saying.

Just asking your thoughts when are a husband and wife considered as being married in the eyes of God. When vows are taken or when they become one flesh? Regardless of being believers or not.

When taking a vow before God all stated must be true or the vow is not valid.

A marriage becomes a marriage when the priest or pastor declares it.

What God has joined together, let no man put assunder refers to both marriage AND the individual couple.
This is why divorce is not allowed, it would be man putting assunder.. Breaking what God has joined, breaking the oath.

You become one flesh at the taking of the oath with God present as a witness.
What if you could never consumate the marriage??

Ok I get what you are saying.

I do beleive that marriage occurrs when two people make a commitment, a commitment to leave and cleave with a view to spending the rest of their lives with each other, making a life long commitment.

Having sex does not constitute marriage.

As we know that Joseph did not sleep with Mary but took her as his wife.

Matthew 1:24-25

So is God present regardless of whether being believers or not?

If the marriage vows are conducted with a disregard God (i.e a civil ceremony) and therefore to the couple taking those vows God does not exist, is he present as a witness? If a person doesn't want God in their lives does he say "Ok that's your choice and I will leave you with that choice?

People who are not believers can get marriage in church and make vows with disregard to God. Is God present as a witness?
