Leviticus 26:3-39 are the promises of God as we keep His commandments, but also what happens if we walk in disobedience. He is speaking to Israel, but yet to each of us individually who are under the new covenant of grace by that of Christ Jesus as we love and keep His commandments.
 
If ye love me, keep my commandments. John 14:15

Why did Jesus made such a statement?

Maybe because he still wants to know about do we really love him?
or Jesus Promises the Holy Spirit or What?
imo it's like our real life - when i love someone i am very inclined to do pretty much anything they want

my heart says yes to them pretty much without reservation - almost the second they ask for something i really want to do it

so for me this scripture makes me stop and think about what i am doing with Jesus?

when He says something does my heart leap inside with a strong desire to do what He asked?

and if not then what is going on with me?

Jesus also said - he who is forgiven much loves much - (Luke 7:47) - NIRV - CSB - CEB - CEV - EXB - ERV - NIRV

John said - we love Him because He first loved us - (1 John 4:19)

so when i put all 3 scripture together it makes me think that when we realize how much we have been forgiven by our most beloved Savior and Redeemer Jesus dying on the cross to pay for our sins - THEN we will love Jesus with a great love - and this great love will cause us to say yes to anything Jesus asks of us

If we are honest, this is how we deal with the things in our life that keeps us from the relationship He desires with us.

By examining and repenting and being cleansed and delivered is how we grow and are fruitful with our beloved Lord and others.

And thou shalt remember all the way which the LORD thy God led thee these forty years in the wilderness, to humble thee, and to prove thee, to know what was in thine heart, whether thou wouldest keep his commandments, or no. Deuteronomy 8:2
