Depends what "Barney's" moral views are. Is Barney a Christian and is that really him on the surfboard or is it an imposter?
 
I am not sure about Barney. I would agree that it depends on what he's teaching. Television in moderation only, and with screening. Caring parents, a loving church, kind neighbors, etc. are good role models for kids...real world people.
