They are certainly the same.
Yes, this is speaking about the same mark of the beast as this beast reign will last 3 1/2 years. Rev 14:9 seems a little out of place chronologically, but it could be that some are yet considering taking the mark as those who have a greater anointing to preach at this time are still going around the nations preaching the Gospel message before the end comes when Christ returns.

When the son of perdition takes his literal seat in the holy place of Jerusalem Jesus warned us to flee as He has a place prepared for us wherever we go to, Matthew 24:15-21; Rev 12:14 so I don't think we will be concerned about working and paying bills.
God's protection is absolute to those who escape into the wilderness and trust in Christ to help meet their needs. Just as God told Moses to strike the rock for fresh water and sending manna down from heaven so will be the same, Philippians 4:19.
Nut shell scenario of what will happen during the first six trumpets of Rev Chapter 8-11 that leads up to the seventh trumpet and the events of Chapter 13 with the beast out of the sea and out of the earth.
God’s wrath is poured out into the world as chastisements for disobedience, but also a warning that man needs to repent and turn back to God before the door of salvation is closed forever.
Hail and fire can be likened unto meteors that fall from the sky. A third of the trees and all the green grass are burned up which makes a third part of the world with a shortage of oxygen in the air that is created from the carbon dioxide from the trees and living plants. Seeing that this is Global the intense fire and smoke from all the trees and grass burning can travel for miles causing much more damage throughout the nations. The trees that produce various healthy foods for our wellbeing will become scarce. The green grasses that would probably include crops of wheat, barley, corn and so forth will be destroyed causing a shortage in food. The animals we depend on as a food source will also die as they are left without vegetation they need to live on.
This great mountain burning with fire could be another meteor or even a series of meteors sent down from heaven at one time, but on an extremely larger scale as the third part of the sea is destroyed along with sea life and the third part of the ships that sit in it. The third part of the sea turned to blood by reason of all the animal life that is killed and those men, women and children who are on these ships that are destroyed. Take into consideration the disease that would spread from all the rotted sea life that is rotting away washing up on the shore and the flesh of those who were burned along with the ships.
These ships will more than likely be types of fuel tankers, merchant, fishing and luxury cruises ships traveling the waters. With the third of these ships being destroyed means a third part of the world’s fuel and food supply would be destroyed. There is only one ocean, but divided by four regions as being the Pacific Ocean, Atlantic Ocean, Arctic Ocean, and the Indian Ocean. This would be like the four corners of the earth as being North, South, East and West. The only difference between the ocean and the sea is that the ocean is much larger and feeds into the 108 seas around the world that also flow into our lakes and streams that provide us with fresh drinking water and other sources of food.
With the third part of the sun, moon and stars being darkened this will affect mans source of electricity and heat that is vital to keep a certain degree of the earth warm, and generated power in homes, hospitals and manufacturing plants including nuclear reactors.
Agriculture and navigation would be hard pressed as it takes the solar power from the sun to run the solar cells that produces the energy needed to run farming machinery and trucks to take the produce to manufacturing plants where the produce is then distributed to market.
Vehicles such as cars, ambulances, planes, trains and the list goes on need an energy source from the sun in order to run their engines. The darkness of the third part of the day would be roughly around eight hours of daylight being lost and total darkness of night as the moon and stars are illuminated by the sun at night. A flashlight would be useless to see in the dark as it needs energy from the sun to run the battery that turns the light on.
This much darkness would cause people to panic in the streets creating chaos as the love of many will wax cold, Matthew 24:12. I get the feeling that you are incorrect on this. But that the technology that does this, is still on the shelf and not being used yet.

Database management is a special field. I'm not even qualified to get into it.
But a database that is of any use would have to have a minimum of daily updates from a multitude of sources. More updates than that would be preferable.
And that's where the real problems begin.
Some people die, others are born. Transactions occur many times per day per person. Others are diagnosed with illnesses and others pronounced cured. Limiting access while having authorization to make changes to portions of a particular person's data is a huge undertaking...more complicated than a scientist working with DNA and RNA. The processing power needed to manage the data would be insane. Nevermind the security. It simply can't be done at the moment. Apple and Android aren't compatable systems. Europe and Russia and China probably have their own systems unique to themselves. And then Africa is going to whine about how they don't get to create a software system. India will want to do the customer service and Ethiopia is going to try and hack into the system with spam letters.
Yen, rubles, Rias, euros, pounds, shekels or dollars? Who knows.
It simply isn't possible at the moment to pull off. Anyone claiming different, needs to prove their claims. Because I know that it's impossible with the current situation.

What happens if they make it to where no one can 'buy or sell' unless they receive this mark (whether the RFID chip or another form)? That means all the money you have saved up or will get from your job cannot be accessed or used unless you have the mark. What will people do then?
When the son of perdition, being the beast out of the earth, takes his literal seat in Jerusalem ,2 Thessalonians 2:3-12; Rev 13, it is going to be that no one can buy or sell unless they bow down to this beast (NWO) and take the mark of this beast whatever it is going to be. Money and the banking system we know today will not exist anymore as this Luciferian NWO will have total dominion over the earth for 3 1/2 years during the time of the seventh trumpet sounding.
This Luciferian systems agenda includes total global control over political, military, economic, educational, religious and environmental systems for the deceptive purpose as this beast out of the sea, meaning nations, gives power to the beast out of the earth being a false religious leader claiming with lying signs and wonders that he is God. Falsely ensuring global peace, prosperity to all who will take its mark as only those who do will be able to buy and sell. This takes place during the timing of the seventh trumpet as those who have taken the mark of this beast will God then pour out His seven vial judgements on those who have sealed their fate of damnation.
During the time of the six trumpets of God's fierce wrath the whole world will be thrown into total chaos and fear as everyone his brother will turn on each other if they have not the love of Christ in them as there will be little to no resources left for survival and man will do anything in order to survive. Many will be seeking a savior type in their time of distress an uncertainty as they will bow down to this false god that will promise them provision and safety, but yet rejecting the true Savior Christ Jesus, 2 Chronicles 7:14.
This will be the greatest time of faith and trusting in Christ as we refuse to denounce Christ and take the mark of the beast. He has already warned us to flee when we see the abomination of desolation standing in the holy city of Jerusalem that Daniel prophesied of in Daniel chapter 7-9; Matthew 24:13-21. Jesus already has a place prepared for us wherever we flee to in the wilderness as He will supply our need, Rev 12. It will be like that of Moses who was told to strike the rock and fresh water came out of it and the manna God sent down from heaven. Those who are of Christ that do not flee will be taken captive and be forced to denounce Christ and take this mark or be killed.
We can only speculate what the mark is and IMO I don't see it as a literal mark like a chip, but that it is symbolic of the thoughts of our mind and the actions of our hands during this time of the greatest tribulation that has even been or ever will be again.

My belief on the matter.
Could be something like that, but I do believe it is something of our belief system, the mind.
In our forehead, our mind, right hand usually means our works.
Just like the seal of God in our forehead.
This wouldn't be a chip..
When one falls for the false one pretending to be Christ, they will worship him, thus receive his mark.
There are 7 seals, 7 trumps and 7 vials.
7th trump Rev.11:15
The kingdoms of this world are become the kingdoms of our Christ, He shall reign 4ever.

Now the seals are not in order as the rest because it is the knowledge (seals) in our forehead.
So we may recognize the trumps and vials when they happen.
