Depends on what it was, and what, if anything it was dissolved in. Most insecticides are fairly long-lived if they aren't in moist conditions. But there's a huge variation in toxicity/time for different compounds.
 
If it is commercial pesticide/insecticide, I would be tempted to toss it out. It is full of carcinogens.

Considering it must be an important school textbook, I would say to use an organic vinegar and water mixture if it got on a slick cover. If it got on the actual pages, you may want to lightly mist the mixture and wipe off quickly.

Definitely wash your hands after handling.
 
Possibly not, but it certainly makes it unhealthy for eating. So, I would wash your hands and throw it away. Unless of course you are using it to bait roaches who know how to read. Then you are totally golden.
