The beast rises up out of the sea as the sea here is symbolic of people and nations as in a sea of humanity, Daniel Chapter 7:1-8; Revelation 17:15. This beast is a Luciferian one world government of political, economic and religious power. It gives its power to the beast out of the earth that is the son of perdition being the final false prophet that receives its power from the beast out of the sea. This false prophet through lying signs and wonders will cause the world to fall at its feet taking its mark as he will deceive even the elect of God if possible.

Yes, this is true, but not only in Israel, but every nation on every continent in the world. Rev 13 the beast out of the sea gives its power to the beast out of the earth as he controls all nations and their governments in the end of days. When Christ returns He will take the beast and his false prophet (son of perdition) and cast them into the lake of fire prepared for them. Then will Christ take all the kings of the nations that are governed by this beast that will cause many of Gods children to die a martyr's death as they refuse to denounce Christ and take the mark of this beast and will kill them all just by speaking it done, Rev 19:20, 21.
