He didn't say that.
He said that if you attempt to attain righteousness in God's sight by keeping the Law of Moses then you will fail.
Salvation by faith is from the Old Testament.
Rom 4:1-3 What then shall we say that Abraham our father has found according to the flesh? For if Abraham was justified by works, he has something to boast about, but not before God. For what does the Scripture say? “Abraham believed God, and it was accounted to him for righteousness.” (Gen 15:6)

He also said the NT believers fulfill the Law of Moses.

Rom 13:8b ... for he who loves another has fulfilled the law.

He did say that either.
He said you cannot be justified by keeping the Law because it is impossible to keep all the law all the time without fail.
Gal 3:10-12 For as many as are of the works of the law are under the curse; for it is written, “Cursed is everyone who does not continue in all things which are written in the book of the law, to do them.” But that no one is justified by the law in the sight of God is evident, for “the just shall live by faith.” Yet the law is not of faith, but “the man who does them shall live by them.

You've almost got it.

I said
Thanks. Now what do you do with this?
OLD TESTAMENT LAW (FULFILLED)(CHANGED)(OLD TESTAMENT-OBSOLETE)

NEW TESTAMENT LAW OF CHRIST(LOVE)

Heb 10:19-21
19 Therefore, brethren, having boldness to enter the Holiest by the blood of Jesus,
20 by a new and living way which He consecrated for us, through the veil, that is, His flesh,
21 and having a High Priest over the house of God,
Heb 7:28
28 For the law appoints as high priests men who have weakness, but the word of the oath, which came after the law, appoints the Son who has been perfected forever.
Rom 3:21
21 But now the righteousness of God apart from the law is revealed, being witnessed by the Law and the Prophets,
Matt 19:30
30 "But many who are first will be last, and the last first.
Luke 16:16
16 "The law and the prophets were until John. Since that time the kingdom of God has been preached, and everyone is pressing into it.
Matt 11:12-13
12 "And from the days of John the Baptist until now the kingdom of heaven suffers violence, and the violent take it by force.
13 "For all the prophets and the law prophesied until John.
Matt 5:17
17 "Do not think that I came to destroy the Law or the Prophets. I did not come to destroy but to fulfill.
Heb 7:12
12 For the priesthood being changed, of necessity there is also a change of the law.
Rom 10:4
4 For Christ is the end of the law for righteousness to everyone who believes.
Gal 2:21
21 "I do not set aside the grace of God; for if righteousness comes through the law, then Christ died in vain."
Matt 7:12
12 "Therefore, whatever you want men to do to you, do also to them, for this is the Law and the Prophets.
Rom 13:8
8 Owe no one anything except to love one another, for he who loves another has fulfilled the law.
Rom 8:3-4
3 For what the law could not do in that it was weak through the flesh, God did by sending His own Son in the likeness of sinful flesh, on account of sin: He condemned sin in the flesh,
4 that the righteous requirement of the law might be fulfilled in us who do not walk according to the flesh but according to the Spirit.
Rom 8:1-2
1 There is therefore now no condemnation to those who are in Christ Jesus, who do not walk according to the flesh, but according to the Spirit.
2 For the law of the Spirit of life in Christ Jesus has made me free from the law of sin and death.
Rom 8:14
14 For as many as are led by the Spirit of God, these are sons of God.
Gal 5:4
4 You have become estranged from Christ, you who attempt to be justified by law; you have fallen from grace.
Gal 2:21
21 "I do not set aside the grace of God; for if righteousness comes through the law, then Christ died in vain."
Rom 13:10
10 Love does no harm to a neighbor; therefore love is the fulfillment of the law.
Gal 6:2
2 Bear one another's burdens, and so fulfill the law of Christ.
Matt 5:18
18 "For assuredly, I say to you, till heaven and earth pass away, one jot or one tittle will by no means pass from the law till all is fulfilled.
Rom 13:8
8 Owe no one anything except to love one another, for he who loves another has fulfilled the law.
Gal 5:14
14 For all the law is fulfilled in one word, even in this: "You shall love your neighbor as yourself."
John 10:8-9
8 "All who ever came before Me are thieves and robbers, but the sheep did not hear them.
9 "I am the door. If anyone enters by Me, he will be saved, and will go in and out and find pasture.
Heb 8:13
13 In that He says, "A new covenant," He has made the first obsolete. Now what is becoming obsolete and growing old is ready to vanish away.
(NKJ)
xxx Jesus fulfilled the old testament law and shows us how to fulfill it to. The old testament law is still in affect on those who have not followed Jesus example. Love is the fulfillment of the old testament. And if one can learn what love is they also can follow Jesus' example by fulfilling the law. Love is to suffer wrongfully but do it willingly. Love is not a feeling or an emotions it is an action. The act of not giving into all the emotions that push one into beleiving and holding on to the law of sin and death(punishment). The old testament is the law of sin and death. The new testament is the law of Christ(love). Fulfill means to bring to an end. The old testament is the idea that everyone has to pay for their wrongs. The new testament in Christ is bear one anothers burdens. Everyone who is not submitting to the law of Christ is still under the old testament law of sin and death. The old testament law was for sinners, and for payment of death for sin. Jesus never sinned and yet the old testament law crucified Him. Jesus died walking in love. Suffering wrongfully but doing it willingly.

[1Ti 1:9
9 knowing this: that the law is not made for a righteous person, but for [the] lawless and insubordinate, for [the] ungodly and for sinners, for [the] unholy and profane, for murderers of fathers and murderers of mothers, for manslayers,

Rom 7:6
6 But now we have been delivered from the law, having died to what we were held by, so that we should serve in the newness of the Spirit and not in the oldness of the letter.
(NKJ)

Jesus changed the priesthood,He changed the Law, He annulled the commandments, and He made the covenant obsolete.

Heb 7:11-12
11 Therefore, if perfection were through the Levitical priesthood (for under it the people received the law), what further need was there that another priest should rise according to the order of Melchizedek, and not be called according to the order of Aaron?
12 For the priesthood being changed, of necessity there is also a change of the law.
(NKJ)

Heb 7:18
18 For on the one hand there is an annulling of the former commandment because of its weakness and unprofitableness,
(NKJ)

Heb 8:13
13 In that He says, "A new covenant," He has made the first obsolete. Now what is becoming obsolete and growing old is ready to vanish away.
(NKJ)

Acts 21:21
21 "but they have been informed about you that you teach all the Jews who are among the Gentiles to forsake Moses, saying that they ought not to circumcise their children nor to walk according to the customs.

I hope you understand all promises are based on IF. IF you have heard Jesus speak to you. One goes through the three years of the milk understanding and finds the Holy Spirit. Then they follow the Holy Spirit verse by verse and crucify all their emotions. Then they come to the revelations of Jesus Christ.

[Eph 4:20-23
[20] But you have not so learned Christ,
[21] if indeed you have heard Him and have been taught by Him, as the truth is in Jesus:
[22] that you put off, concerning your former conduct, the old man which grows corrupt according to the deceitful lusts,
[23] and be renewed in the spirit of your mind,

One goes through the three years of the milk understanding and finds the Holy Spirit. Then they follow the Holy Spirit verse by verse and crucify all their emotions. Then they come to the revelations of Jesus Christ.

Actually the verses you posted do not say anything about three years of milk, finding the Holy Spirit or crucifying emotions.

But apostle Paul does so clearly tell the Ephesians how to grow to maturity:

And He Himself gave some as apostles, and others as prophets, and others as evangelists, and others as shepherds and teachers, for the equipping of the saints for the work of ministry, for the building-up of the body of Christ until we all attain to the unity of the faith and of the knowledge of the Son of God, to a mature man, to the measure of the stature of the fullness of Christ, so that we may no longer be children, being tossed-about and carried-around by every wind of teaching, by the trickery of people, by craftiness with-regard-to the scheme of error, but that while speaking-the-truth in love, we may grow as to all things into Him Who is the head— Christ,
Ephesians 4:11-15 - https://www.biblegateway.com/passage?search=Ephesians 4:11-15&version=DLNT

All mature Christians have obtained the knowledge of the Son through the God given apostles, prophets and teachers thereof.

OLD TESTAMENT LAW (FULFILLED)(CHANGED)(OLD TESTAMENT-OBSOLETE)
Fulfilled: The sacrificial requirements of the OT were fulfilled by Jesus' death and resurrection whereby He destroyed the power of death to hold mankind.
Also, fulfilled was the promise to put the Holy Spirit in believers and give them life. (Eze 37:14)
Changed: The OT was never changed. ( Mat 5:18)
Obsolete: The OT was obsolete because it had fulfilled it's purpose of leading people to Christ (Gal 3:24) and being obsolete it was replaced. (Jer 31:31)
NEW TESTAMENT LAW OF CHRIST(LOVE)
Love was already the core teaching of the Old Testament.
Mat 22:34-40 But when the Pharisees heard that He had silenced the Sadducees, they gathered together. Then one of them, a lawyer, asked Him a question, testing Him, and saying, “Teacher, which is the great commandment in the law?”
Jesus said to him,
You shall love the LORD your God with all your heart, with all your soul, and with all your mind.(Deut 6:5) This is the first and great commandment. And the second is like it: You shall love your neighbor as yourself. (Lev 19:18)
On these two commandments hang all the Law and the Prophets.
The old testament law is still in affect on those who have not followed Jesus example.
It is only in effect for Jews since the Old Covenant was between Israel and God only.
Love is not a feeling or an emotions it is an action.

the law of sin and death(punishment).
Death is not a punishment.
God did not create death.
Death is the separation of a person from God in whom alone is life.
Sin separates a person from God.
If you are not united to God in Christ then you do not have life and will die. (twice)
Death is the "wages" of sin, (Rom 6:23) not the punishment for sin. Death is evil and God did not create evil.
The old testament is the idea that everyone has to pay for their wrongs.
Kinda...
The OT set the standard of holiness so that people would learn that they are not capable of attaining and maintaining it.
But there was forgiveness in the OT. The sinner offered the appropriate sacrifice and he was forgiven. (Lev 4:26, 31, 35)
And there was no resurrection and eternal life in the Old Covenant.

How can death not be a punishment when you said death is the wages of sin?

I said
How can death not be a punishment when you said death is the wages of sin?
What does the word "wages" mean?
After working for 40 hours on a job am I punished or paid wages?
Death is what you get, your "wages", for separating yourself from God by unrepentant sin.

ONLY GOD HAS LIFE by nature.
We have life as a gift from God.
We have eternal life only by being united with God.
If a branch is cut off a tree it dies,. It does not die because it is being punished but, it dies because it is no longer connected to the source of its life.

God told Adam, "In the day that you eat of that tree you will die." ( Gen 2:17)
God did NOT tell Adam, "In the day that you eat of that tree I will kill you."

Death is not a punishment.
Death is the natural consequence of being separated from the only source of life Who is God.

Since all have sinned, all will die.

At the resurrection all will be raised.
Those who are united to God in Christ will receive eternal life in Christ.
Those who rejected Christ, will receive the second death.

Death did not enter the world by an act of God.
Death entered the world by the act of the man Adam.
Rom 5:12 Therefore, just as through one man sin entered the world, and death through sin, and thus death spread to all men, because all sinned—
Rom 5:15 ... by the one man’s offense many died,...
Rom 5:17 ... by the one man’s offense death reigned through the one,...

No. and No.
God told Adam not to eat.
God did not make Adam eat that fruit. That was Adam's free will choice.
God warned Adam that eating of that tree would cause death.
ADAM chose to disobey God and eat.
ADAM chose death. He chose death for himself and for all mankind.
Rom 5:12 ... through one man sin entered the world, and death through sin, and thus death spread to all men, because all sinned—
The one man through whom sin and death entered the world is Adam, not God.
God did not bring sin and death into the world, Adam did.

Rom 6:23 For the wages of sin is death, (that's what Adam did)
but the gift of God is eternal life in Christ Jesus our Lord. (That's what God did)

Everything God created is Good.
Gen 1:31 Then God saw everything that He had made, and indeed it was very good.

Pneumatology in Christianity refers to a particular discipline within Christian theology that focuses on the study of the Holy Spirit. The term is essentially derived from the Greek word Pneuma (πνεῦμα), which designates "breath" or "spirit" and metaphorically describes a non-material being or influence. The English term pneumatology comes from two Greek words: πνεῦμα and λόγος. Pneumatology includes study of the person of the Holy Spirit, and the works of the Holy Spirit. This latter category also includes Christian teachings on new birth, spiritual gifts (charismata), Spirit-baptism, sanctification, the inspiration of prophets, and the indwelling of the Holy Trinity. Different Christian denominations have different theological approaches on various pneumatological questions..... take a look at Ezekiel vision valley of dry bones ” 4 Then he said to me, “Prophesy to these bones and say to them, ‘Dry bones, hear the word of the LORD! 5 This is what the Sovereign LORD says to these bones: I will make breath enter you, and you will come to life. 6 I will attach tendons to you and make flesh come upon you and cover you with skin; I will put breath in you, and you will come to life. Then you will know that I am the LORD.’ ” 7 So I prophesied as I was commanded. And as I was prophesying, there was a noise, a rattling sound, and the bones came together, bone to bone. 8 I looked, and tendons and flesh appeared on them and skin covered them, but there was no breath in them. 9 Then he said to me, “Prophesy to the breath; prophesy, son of man, and say to it, ‘This is what the Sovereign LORD says: Come, breath, from the four winds and breathe into these slain, that they may live.’ ” 10 So I prophesied as he commanded me, and breath entered them; they came to life and stood up on their feet—a vast army. 11 Then he said to me: “Son of man, these bones are the people of Israel. They say, ‘Our bones are dried up and our hope is gone; we are cut off.’

You have alot of big words there. You also are useing the old testament as evidence. Both of which I disagree with. We will just have to agree to disagree. This is what the Holy Spirit tells me.

[1Co 2:1, 4-5
[1] And I, brethren, when I came to you, did not come with excellence of speech or of wisdom declaring to you the testimony of God. ...
[4] And my speech and my preaching [were] not with persuasive words of human wisdom, but in demonstration of the Spirit and of power,
[5] that your faith should not be in the wisdom of men but in the power of God.

[16] And the LORD God commanded the man, saying, "Of every tree of the garden you may freely eat;
