"is from United States (US) in region North America"
The Arris Dg1670 and newer modems provided by timewarner if reset/(or not?) can connect to timewarner in germany with a block of IP's assigned to it from the newly acquired germany timewarner. So to access your local pizza place or bank you are actually starting in germany, hopping to ireland before reaching back to the US. The ip ranges start with 45.36.*
The gateway ip & public ip that is assigned to the modem from germany I noticed in the modem's logs starts a scan of local ports trying to gain access to the local network.
