The question is in reference to John 3:3. So what happens when someone is born again or born from above? What changes take place on behalf of the believer, and in the believer? I'll begin by mentioning a few things and leave the definitions for discussion [please add to the list]:

regeneration
renewal
atonement to the Father
adoption as sons: from where to where?
circumcision: of the physical body from the rest of his being?
forgiveness
cleansing
promises
dying with Christ, raised with Christ - what is this?

I’d add the following to your list:

Entry into the Kingdom of God (John 3:3,5, enter into the kingdom of God)
The Holy Spirit’s indwelling and discernment thereof (John 3:6,8,thou hearest the sound thereof)
Assurance/Witness that Jesus and the Holy Spirit are the 1st and 2nd person of the Godhead (John 3:11, we have seen, our witness)
Eternal Life (John 3:16, but have everlasting life)
Godly/Fatherly discipline (John 3:20, his deeds should be reproved)
Godly works (John 3:21, his deeds may be made manifest, that they are wrought in God)

adoption as sons: from where to where? From an earthly father to a Heavenly One. (now not later).
Plus adoption into a ready-made family of brothers/sisters (and cousins, I suppose).
 
The resurrection of the believer is when he/she will literally be born again.

Act 13:33 God has fulfilled the same unto us their children, in that He has raised up Yeshua again; as it is also written in the second psalm, Thou art my Son, this day have I begotten thee.​

This was written concerning Yeshua's resurrection. That is the day he was born/begotten again (a second time).

I have no problem with that, except that it is figurative. If not, then we are born again and again (three births). There is no doubt that the resurrection is a new birth as Acts 13:33 shows. Isaiah 66:7-8 talk about the birth of Yeshua and the believers via resurrection.

Isa 66:7 Before she travailed, she brought forth; before her pain came, she was delivered of a man child.
Isa 66:8 Who hath heard such a thing? who hath seen such things? Shall the earth be made to bring forth in one day? or shall a nation be born at once? for as soon as Zion travailed, she brought forth her children.​

Jesus Christ was not Born Again, as He never sinned.

The Spirit of Jesus Christ is the eternal Spirit by which we live and have life.

The Lord said to Him, You are My Son...

This was said to Him long before Acts 13:33.

As the Psalm declares -

" 10 Now therefore, be wise, O kings; Be instructed, you judges of the earth. 11 Serve the Lord with fear, And rejoice with trembling. 12 Kiss the Son, lest He be angry, And you perish in the way, When His wrath is kindled but a little. Blessed are all those who put their trust in Him. Psalm 2:6-12

It was the Lord Jesus Who created the Heavens and the Earth.

5 For to which of the angels did He ever say: "You are My Son, Today I have begotten You"? And again: "I will be to Him a Father, And He shall be to Me a Son"? 6 But when He again brings the firstborn into the world, He says: "Let all the angels of God worship Him." 7 And of the angels He says: "Who makes His angels spirits And His ministers a flame of fire." 8 But to the Son He says: "Your throne, O God, is forever and ever; A scepter of righteousness is the scepter of Your Kingdom. 9 You have loved righteousness and hated lawlessness; Therefore God, Your God, has anointed You With the oil of gladness more than Your companions." 10 And: "You, Lord, in the beginning laid the foundation of the earth, And the heavens are the work of Your hands. As Acts 13:33 said, Psalm 2:7 refers to the resurrection of Yeshua. If not, then what is Acts 13:33 referring to?

Where are we told the new birth is only for sinners?

Jesus Christ is, was and forever will be God's Son.

We on the other hand must be born of God to become children of God.

We are not automatically children of God at our natural birth.

We become children of God by believing on His Son, through the Gospel Message.

Whoever believes that Jesus is the Christ is born of God, and everyone who loves Him who begot also loves him who is begotten of Him. 1 John 5:1

and again -

But as many as received Him, to them He gave the right to become children of God, to those who believe in His name: who were born, not of blood, nor of the will of the flesh, nor of the will of man, but of God.

You must be born of God to be His child.

having been born again, not of corruptible seed but incorruptible, through the word of God which lives and abides forever, 1 Peter 1:23

A son of God is a being that is created directly or Born of God.

Flesh gives birth to flesh, and The Spirit gives birth to spirit.


A sinner is a reference to someone who is not a child of God.

A sinner is a reference to a person who is still under sin; an unrighteous person. Not in right standing with God.

7 For if the truth of God has increased through my lie to His glory, why am I also still judged as a sinner? 8 And why not say, "Let us do evil that good may come"?--as we are slanderously reported and as some affirm that we say. Their condemnation is just. 9 What then? Are we better than they? Not at all. For we have previously charged both Jews and Greeks that they are all under sin. 10 As it is written: "There is none righteous, no, not one; Romans 3:7-10

What I bolded and underlined in your reply is exactly what I have been saying all along; the resurrection is the fulfillment of Acts 13:33. Yeshua was "begotten" via resurrection. If you disagree, then plainly explain the "begotten" part. The fact that he was Yahweh's Son prior to his resurrection is not what I am addressing. I am simply pointing out that his resurrection = being begotten. It is a birth.

Jesus was not begotten when He was raised from the dead.

He created the world.

He was begotten of God and declared to be God's Son before the world was created.

How does your future resurrection agree with Col 2:12 "being buried with Him in baptism, in whom also you were raised through the faith of the working of God, raising Him from among the dead." ?

and with

Eph 2:4-6, "But God, being rich in mercy, because of His great love with which He loved us, even we being dead in sins, He made us alive together with Christ (by grace you are being saved), and raised us up together and seated us together in the heavenlies in Christ Jesus,"

The resurrection is the fulfillment of God's promise to the fathers that He fulfilled for their children.

What is written in the second psalm is a the fact that Jesus, not David was declared to be God's only begotten Son.
