So if Jesus blood covers them as they requested, then according to scripture they are cleansed by the blood of Christ.
You are confusing a standard phrase used to take responsibility for someone's death with a theological concept about the efficatious nature of the blood of Jesus.
They are NOT the same.
Pilot washed his hands as statement that he was not responsible for the blood (death) of Jesus.
He said, "I am innocent of the blood of this just person. You see to it."
And the mob responded saying; "His blood be on us and on our children." (Mat 27:25-26)

Since they had no concept that Jesus' shed blood was for their salvation, they could only have been referring to taking responsibility for killing him.
The understanding that Jesus blood was shed for all sinners was not understood until AFTER His resurrection and the filling of the Holy Spirit of the Church.
The mob that shouted "Crucify him!" just wanted him dead.

There is only two situations. if they did not repent his blood was upon them and if they did repent his blood was upon them.

It has nothing to do with theology.
It is about language.
"Let his blood be on our heads" means "We take responsibility for hid murder." <-----(period)
