Not only possible, but fairly common. It's called bioluminescence. Most common example are fireflies. Many more things in the oceans can glow.

The light is usually produced chemically. Ever play with those green glowsticks? Same principle.

Yeah I figured that it was the same sort of thing like fireflies. I just didn't know that other creatures could light up like that. Oh and I love glowsticks!

In the wild, it would be pretty grim for them. Might as well be wearing a neon "come and eat me" sign. In captivity, doesn't seem to do anything to them.
