Is the second blessing doctrine Biblical? Once we are saved, we have the Holy Spirit. But some believe that once we are saved, we are entitled to more of the Holy Spirit. This is often called a "second blessing" or "Baptism of the Holy Spirit" with evidence of speaking in tongues. Once receving the Baptism of the Holy Sprtit, the believer will possess more power to witness. But what is Biblical? Does the Bible say for every believer to speak in tongues?

well to begin, it is not biblical that once a person believes that they have the Holy Spirit. Some people recieve the Holy Spirit when they first believe, Some recieve the Spirit later. We see both examples in acts, but it is clear that it is not always instant. People also can recieve the Holy Spirit like rain from heaven or they can recieve by the laying on of hands. It is partly because of the false doctrine that all believers have recieved the Holy Spirit that many have not and have not asked God for it and refuse to see that they are not yet filled.

We see on pentecost it fell on them from heaven.

we see that sometimes when the gentiles were preached to the Spirit fell on them from heaven and peter said what forbids them to be baptised.

we see that others had believed but did not yet recieve the Holy Spirit until the apostles came and laid hands on them after they believed phillips preaching.

Paul the apostle didnt recieve the Spirit immeidately, He had to wait 3 days until annanias came and laid hands on him to unblind him and to give him the Spirit.

These are some examples. Jesus told the apostles that as a good father God will give to all who ask of him the Holy Spirit.- There would be no point in saying this if it was always automatic.

Being born again does not mean one has recieved the filling of the Holy Spirit. Lets watch what God said would be the way He does it

Eze 36:25 Then will I sprinkle clean water upon you, and ye shall be clean: from all your filthiness, and from all your idols, will I cleanse you.
Eze 36:26 A new heart also will I give you, and a new spirit will I put within you: and I will take away the stony heart out of your flesh, and I will give you an heart of flesh.
Eze 36:27 And I will put my spirit within you, and cause you to walk in my statutes, and ye shall keep my judgments, and do [them].

He gives us a new spirit and then he puts His spirit in us. Paul showed us that the spirit of Christ and the Spirit of God are differnt.(clearly we know Jesus had his own spirit and then recieved the Holy Spirit after baptism but paul tells us this

Rom 8:9 But ye are not in the flesh, but in the Spirit, if so be that the Spirit of God dwell in you. Now if any man have not the Spirit of Christ, he is none of his.

Rom 8:10 And if Christ [be] in you, the body [is] dead because of sin; but the Spirit [is] life because of righteousness.
Rom 8:11 But if the Spirit of him that raised up Jesus from the dead dwell in you, he that raised up Christ from the dead shall also quicken your mortal bodies by his Spirit that dwelleth in you.

The Spirit of Christ in us makes us part of him(vs9) and the body will be dead because of sin but the Spirit is life because of righteousness, His spirit in us gives us our righteousness which we all know(vs10)

BUT(very important word here)if the Spirit of God who raised up Jesus from the dead is in us he shall ALSO QUICKEN OUR MORTAL BODIES- THIS is the resurection life within us!

I'll answer your last question first. No!
And why is it not necessary for every believer to speak in tongues? For a number of reasons.
1 Being born again and the baptism of the Holy Spirit (with the so called evidence of speaking in tongues) are not two experiences. They are one.
2 Many who support the view that it is, use scripture but ignore the unique context of the time: Jesus giving instruction to the disciples, Jesus returning to the Father and the Father sending the Holy Spirit.
3 Scripture does not state that it is necessary for salvation.
4 From personal experience and having lived long enough to recognise the Spirit of God in others who know and walk with God but have never spoken in tongues.

Our Lord Jesus was both sanctified and perfected.

The baptism at the Jordan and the victory in the wilderness of temptation were the instruments of his sanctification for the ministry.

He was perfected through the suffering in the tasting of death for all men, from Gethsemane through Calvary.

We who are unjust in our foundation; we must be justified before we are "set apart" and sanctified for earthly service. Then we also are perfected through suffering/weakness. Then our spirit can go to the Jerusalem that is above. Heb 12:22 "But ye are come unto mount Sion, and unto the city of the living God, the heavenly Jerusalem, and to an innumerable company of angels,

23 To the general assembly and church of the firstborn, which are written in heaven, and to God the Judge of all, and to the spirits of just men made perfect,

24 And to Jesus the mediator of the new covenant, and to the blood of sprinkling, that speaketh better things than that of Abel." KJV

This is wrong. You receive the Holy Spirit as soon as you believe. The Spirit of God does come upon the believer at times for anointing (special power), but as soon as you believe, you are born of the Spirit...that means the Spirit is in you.
As for tongues. No is it not NECESSARY to speak in tongues to have the HOLY SPIRIT. Answer this. Do you think the thief on the cross, spoke in tongues. He was saved on the cross.
1Co 12:29 Are all apostles? are all prophets? are all teachers? are all workers of miracles?
1Co 12:30 Have all the gifts of healing? do all speak with tongues?
(the implication is that all do not)...by the way...I do...but it is not necessary for Salvation...or to have the Holy Spirit.
do all interpret?
1Co 12:31 But covet earnestly the best gifts: and yet shew I unto you a more excellent way.
As for your question Dave? It is an evidence that the Holy Spirit came UPON the early believers...for anointing...and boldness. They had to be very strong in the face of persecution. Even the Apostles prayed after having received the Holy Spirit that God would grant that they could speak with boldness and not fear.
I would just pray for the Spirit to fill you with His presence and holiness, to be the Christian that your heavenly Father wants you to be.
Tongues can be a dangerously artificial experience, that can do harm to the church, for those that use it incorrectly. It is not meant to be used like a madman raving in public.
Desire the best gifts.

I agree tongues are not nesessary they are one gift given by the Spirit to some not all But all who have the Holy Spirit are given a gift or gifts they are to everyone to profit withal.

I understand you disagree that beleivers do not always recieve the Holy Spirit when saved. I agree that all believers have recieved a spirit, which is the Spirit of Christ, i do not agree that they all automatically recieve the Holy Spirit as that is not what the word of God shows by multiple examples, and in the examples i am speaking of it was not a matter of praying or receiving more for a purpose, but recieving for the first time the Holy Ghost. I do believe this a very sad lie that most have been taught is true and because of it most go there whole lives without the Holy Ghost and power.
