well to begin, it is not biblical that once a person believes that they have the Holy Spirit. Some people recieve the Holy Spirit when they first believe, Some recieve the Spirit later.
This is wrong. You receive the Holy Spirit as soon as you believe. The Spirit of God does come upon the believer at times for anointing (special power), but as soon as you believe, you are born of the Spirit...that means the Spirit is in you.
As for tongues. No is it not NECESSARY to speak in tongues to have the HOLY SPIRIT. Answer this. Do you think the thief on the cross, spoke in tongues. He was saved on the cross.
1Co 12:29 Are all apostles? are all prophets? are all teachers? are all workers of miracles?
1Co 12:30 Have all the gifts of healing?
do all speak with tongues?
(the implication is that all do not)...by the way...I do...but it is not necessary for Salvation...or to have the Holy Spirit.

1Co 12:31 But covet earnestly the best gifts: and yet shew I unto you a more excellent way.
As for your question Dave? It is an evidence that the Holy Spirit came UPON the early believers...for anointing...and boldness. They had to be very strong in the face of persecution. Even the Apostles prayed
after having received the Holy Spirit that God would grant that they could speak with boldness and not fear.
I would just pray for the Spirit to
fill you with His presence and holiness, to be the Christian that your heavenly Father wants you to be.
Tongues can be a dangerously artificial experience, that can do harm to the church, for those that use it incorrectly. It is not meant to be used like a madman raving in public.
