When the Bible discusses how the only way to come to God is by His permission? I can't remember where I heard that but Revelation 22:17 tells a different story.
 
John 6:44 "No one can come to me unless the Father who sent me draws him, and I will raise him up at the last day." - I think this is the scripture you are referring to

Revelation 22:17 The Spirit and the bride say, "Come!" And let him who hears say, "Come!" Whoever is thirsty, let him come; and whoever wishes, let him take the free gift of the water of life.

The Spirit is sent from the Father
John 14:16-17 "If you love me, you will obey what I command. And I will ask the Father, and he will give you another Counselor to be will you forever - the Spirit of truth.

The Bride is one with Jesus
1 Corinthians 6:16-17 Do you not know that he who unites himself with a prostitute is one with her in body? For it is said, "The two will become one flesh." But he who unites himself with the Lord is one with him in spirit.

Okay, the Spirit comes from the Father who gives it to you. The bride are those people who are already united to Christ spiritually, so the both of those working in tandem are another route the Father draws people to the free gift of the water of life. Am I making sense?

No, not really. To be perfectly honest with you, the only thing that I understood was the spirit comes from the Father and everything else is all a blur unfortunately. :/
 
It is not by permission, but us answering God's calling to His salvation as He draws us to Him.

John 6:44 No man can come to me, except the Father which hath sent me draw him: and I will raise him up at the last day.

John 14:6 Jesus saith unto him, I am the way, the truth, and the life: no man cometh unto the Father, but by me.

Rev 22:17 is that of an extension of vs. 14 that we through Christ now have the right to the tree of life (eternal life with the Father) as we enter in through the gates of the New Jerusalem that God will usher down after Christ returns.

Rev 22:14 Blessed are they that do his commandments, that they may have right to the tree of life, and may enter in through the gates into the city. (city is the New Jerusalem)

Rev 22:17 And the Spirit and the bride say, Come. And let him that heareth say, Come. And let him that is athirst come. And whosoever will, let him take the water of life freely.
