This is one of the most confusing topics in the subject of end time prophecies. You must've heard it a lot that there will be a global revival of the church, known as the "latter rain", God will baptize masses of people around the world with an outpouring of the Holy Spirit, as He did on the Pentecost, which was the "former rain". God will miraculously bring hoards of heathens who have no access, knowledge or interest in the gospel to Christ through dreams, visions and other supernatural means. And we did see some of that, a surge of church attendance and interest in Christianity among Gen Z young adults in the aftermath of the tragic Charlie Kirk assassination, that's the latest progress, and that's good news.

Be glad then, you children of Zion,
And rejoice in the Lord your God;
For He has given you the former rain faithfully,
And He will cause the rain to come down for you—
The former rain,
And the latter rain in the first month. (Joel. 2:23)

‘And it shall be that if you earnestlyobey My commandments which I command you today, to love the Lord your God and serve Him with all your heart and with all your soul, then I will give you the rain for your land in its season, the early rain and the latter rain, that you may gather in your grain, your new wine, and your oil. (Deut. 11:13-14)

Let us know,
Let us pursue the knowledge of the Lord.
His going forth is established as the morning;
He will come to us like the rain,

On the other hand, there're stern warnings of a global apostasy, which paints a dark picture opposite to that global revival. The restraining force, which is commonly believed as the Holy Spirit, will be removed, then the Antichrist will be revealed.

Let no one deceive you by any means; for that Day will not come unless the falling away comes first, and the man of sin is revealed, the son of perdition, who opposes and exalts himself above all that is called God or that is worshiped, so that he sits as God in the temple of God, showing himself that he is God. Do you not remember that when I was still with you I told you these things? And now you know what is restraining, that he may be revealed in his own time. For the mystery of lawlessness is already at work; only He who now restrains will do so until He is taken out of the way. And then the lawless one will be revealed, whom the Lord will consume with the breath of His mouth and destroy with the brightness of His coming. (2 Thess. 2:3-8)

But know this, that in the last days perilous times will come: For men will be lovers of themselves, lovers of money, boasters, proud, blasphemers, disobedient to parents, unthankful, unholy, unloving, unforgiving, slanderers, without self-control, brutal, despisers of good, traitors, headstrong, haughty, lovers of pleasure rather than lovers of God, having a form of godliness but denying its power. And from such people turn away! (2 Tim. 3:1-5)

“Then they will deliver you up to tribulation and kill you, and you will be hated by all nations for My name’s sake. And then many will be offended, will betray one another, and will hate one another. Then many false prophets will rise up and deceive many. And because lawlessness will abound, the love of many will grow cold. (Matt. 24:9-12)

I'd like to know how you settle these conflicted teachings, this has been a great mystery to me. Maybe both can be true at same time, as it was during Jesus's ministry, the Pharisees and Sedducees rejected Him while the tax collectors and prostitutes accepted him.

Their flames will engulf those around them and the end times army of the king will walk and not falter they will trample over the forces of the evil one with prayer and the power bestowed unto them from heaven

They will spark a generation of holy warriors and chains will shatter nothing will be able to hold them nothing to silent them and the truth will be their blade the gospel their shield and so it will be that his children will awaken and become as he mark my words this will come and I stake my own soul on this I have seen these people in visions heard of them from the king and as for the falling away yes this will happen but that is only because the truth is not for itching ears and the enemy has planted his seeds amongst the body of Christ they will depart from faith to follow false doctrines refusing and being unable to hear the truth

They will follow a gospel of demons one that appears good but is wrought with evil and when this day comes a true spiritual war will beginone where our faith will be put to the test one in which only the sword of truth can stand against no more debating no more going about our daily lives as per usual but instead an all out war and battle

I would have to parse things out here to define more clearly what your passages do and do not say first, but I will try to answer your base question to the best of my knowledge.

There is a common misconception about the phrase, "I will pour out My Spirit upon all flesh," but He doesn't mean upon the unbelieving masses, because the next phrase is, "And your sons and daughters shall prophesy, dream dreams and see visions." This means the Spirit will be poured out on the sons and daughters of believers, not the world. What it means by "all flesh" there is born out by the context; the Spirit will be poured out upon believers from the very youngest to very oldest, and upon both male and female.

But yes, the outpouring is coming, and when it does, the power of God will be manifested by the entire body of Christ and not just the leadership of the end-time army of God.

Ok, again I would have to parse this. The word often translated "falling away" actually means apostasy. It is literally the word ἀποστασία (apostasia) in Greek, from which we get the word in English today, and it meant the same thing, because what Paul was telling them about is when the abomination of desolation comes, and the Jews are forced on threat of death to abandon their God. They will apostatize, and THIS is what is being referred to specifically in context.
But know this, that in the last days perilous times will come: For men will be lovers of themselves, lovers of money, boasters, proud, blasphemers, disobedient to parents, unthankful, unholy, unloving, unforgiving, slanderers, without self-control, brutal, despisers of good, traitors, headstrong, haughty, lovers of pleasure rather than lovers of God, having a form of godliness but denying its power. And from such people turn away! (2 Tim. 3:1-5)

Now this passage actually does apply well to your question, because it is talking about what will happen with the church as Gnosticism again takes an increasing toll and effects more and more nominal believers and seduces them back into lies and sin.

So let me break this down for you:

1. Yes, due to the watering down of doctrine and the influence of false forms of Christianity (read Gnosticism, Christian cults, etc) the current church is prophesied to slowly be whittled down until only a remnant of faithful ones remain, and they will face increasing persecution for staying faithful to God in the face of hatred from the masses, from Muslims, from false religions, and from the Satanists. But

2. It is upon this relative remnant that the Spirit of God is prophesied to be poured out in unprecedented measure, and they will go forth doing miraculous works greater than the early church ever did, to begin the great end-time revival which will sweep multiple millions into the kingdom of God before His return.

That is how the two things work together. Out of the corruption of Christianity, a remnant will arise who manifest it in its truest form, and these will be the true leaders the end-time church can finally be built upon, with Christ as the true foundation once more, leading the church to victory.

Joel prophesied about the outpouring of the Holy Spirit in the latter days and this was fulfilled by God on the day of Pentecost when Jesus ascended up to heaven and sent down God's Holy Spirit. It's through the Holy Spirit working in us and through us to be more intense to bring the Gospel message to all the world seeing how worse this world is becoming. Revival starts with each one of us that are indwelled with the Holy Spirit as we are not ashamed of the Gospel or the name of Jesus. Lord, fill us with your Holy Spirit that we bump up our witness and testify of Christ as we let the light of Christ shine through us. Be careful with your dreams and visions as to make a surety they are from the Lord.

Joel 2:28 And it shall come to pass afterward, that I will pour out my spirit upon all flesh; and your sons and your daughters shall prophesy, your old men shall dream dreams, your young men shall see visions:
Joel 2:29 And also upon the servants and upon the handmaids in those days will I pour out my spirit.

From a messianic view, this remnant will be Jewish Christians, the fulfilment of the fig tree generation prophecy. After the evangelization of all the nations on earth, the Jews will finally accept Jesus as their Lord and Savior.

A messianic view is only a view without the indwelling of the Holy Spirit. Those who have faith in Christ are His own no matter who they are.

Gal 3:26 For ye are all the children of God by faith in Christ Jesus.
Gal 3:27 For as many of you as have been baptized into Christ have put on Christ.
Gal 3:28 There is neither Jew nor Greek, there is neither bond nor free, there is neither male nor female: for ye are all one in Christ Jesus.
Gal 3:29 And if ye be Christ's, then are ye Abraham's seed, and heirs according to the promise.

It does matter, because prophecy must be fulfilled, everything must be in place before the second coming, the last piece of the puzzle is the indwelling of the Holy Spirit in Israel, God's chosen people.

for I say to you, you shall see Me no more till you say, ‘Blessed is He who comes in the name of the Lord! (Matt. 23:39)

Israel lost her right to be called Gods chosen people, (God did save a faithful remnant), as they fell into idolatry worshiping other gods as they allowed themselves to fall from Gods grace as they followed the lust of their own hearts as they practiced Judaism, 1 Kings 9:1-9. God’s judgment against them led them to be captured, 605 – 537 B.C., by Nebuchadnezzar and taken into Babylon for seventy years while Nebuchadnezzar’s army killed many Jews in Judah and Jerusalem destroying the whole city of Jerusalem including the first Temple that was built through King Solomon’s reign in Jerusalem.

The second Temple was built under Ezra’s leadership and Israel continued practicing Judaism and their Temple was desecrated as part of an effort to impose Greek-oriented culture and customs on the entire population. Roman rule refurbished the temple as Herod, Romans vassal king, rules the land of Israel. In 70 A.D. the Temple is once again destroyed. The Temple Mount was taken over in 691 A.D. as the Arab nation built the Dome of the Rock and there has not been any other Temple built since that time on the original Temple Mount.

God gave Israel 490 years to repent. They were set free from Babylon when the Medes and Persian conquered Babylon (Chaldean's) around 538 B.C. They were allowed back in the land and to rebuild the city of Jerusalem, however, they still did not repent for their sin of idol worshiping and they continued to receive punishment from God as the kingdom was taken away and eventually taken over by the Roman Empire. Malachi Chapter 1-4.

The 490 years were up and many of the Jews not only did not repent but they killed the very Messiah they had been waiting for as well as in 24 A.D. they made an opened display of rejecting the Gospel message as they stoned Stephen being the final messenger that was sent to give them their last chance to repent. The Jews were now rejected as God’s chosen people and were no different from the Gentiles as from that time forth each individual, Jew and Gentile has to make their own decision to accept or reject Jesus as Lord and Savior, John 3:3-7; Romans 10:9, 10.

All of these is false replacement theory. God's covenant with Israel is eternal, Israel has never lost their right. God has brought them back to the promised land, they have survived and thrived.

Yet for all that, when they are in the land of their enemies, I will not cast them away, nor shall I abhor them, to utterly destroy them and break My covenant with them;
for I am the Lord their God.
But for their sake I will remember the covenant of their ancestors, whom I brought out of the land of Egypt in the sight of the nations, that I might be their God:
I am the Lord.’ ” (Lev. 26:44-45)

I made a mistake that was pointed out to me as Issachar was the son of Jacob and Manasseh was the son of Joseph. So, it was Joseph and his son Manasseh who made up the twelve tribes of Jacob.
 
Issachar is not Joseph's son, Ephraim is. And there's no tribe of Joseph because Joseph received a double blessing from Jacob, his two sons, Ephraim and Menasseh thus became two independent tribes on the same footing with their uncles.

These latter days have already fulfilled LITERALLY until this current time. (latter days are the LAST TWO DAYS-John 2:19, we are living in the beginning of the third day after JESUS, and at the turn from the sixth to the seventh and last day, or seventh and last millennium after Adam). -
-> Hebrews 1:1-3 -> 1 GOD, who at sundry times and in divers manners spake in time past unto the fathers by the prophets, (from Moses to Malachi ->around 1500 years, or from the midst of the third Day to the fourth Day, Old Testament until John the Baptist, or from around 2500 to 4000 years after Adam.

2 Hath in these last days (these last TWO days or 2000 years) spoken unto us by His Son, whom He hath appointed heir of all things, by whom also He made the worlds;

3 Who being the brightness of His glory, and the EXPRESS IMAGE of His person, and upholding all things by the word of His power, when He had by himself purged our sins, sat down on the right hand of the Majesty on high:

These latter days have already fulfilled LITERALLY until this current time. (latter days are the LAST TWO DAYS-John 2:19, we are living in the beginning of the third day after JESUS, and at the turn from the sixth to the seventh and last day, or seventh and last millennium after Adam). -

The Disciples of Christ, like even us today have to be indwelled with the Holy Spirit that works in us and through us that empowers them/us to take the word of God out into the world in all truths.

JESUS said: I will give power unto my two witnesses, and they shall prophesy, these are the two olive trees->(two sources of oil -> Zechariah 4:1-3 and 11-14, take a look), and the two candlesticks (the Jewish Church (144K-Revelation 7:1-8 combined with Isaiah 10:21-23, take a look, and the Gentile Church-Revelation 7:9-14 combined with Revelation 11:15-18 and 19:5-10, take a look) standing before the God of the earth. -> These have power to shut heaven->(heaven? Ephesians 1:3-10, and so on), that it rain not in the days of their prophecy->(the Dispensation of Grace is closed/shut-the last week arrived-Daniel 9:24-27 combined with Daniel 7:21-22&26-27, take a look):and these have power over waters to turn them to blood->(turn to blood?-> Revelation 14:17-20, and waters are peoples, and nations, and multitudes of all tongues->Revelation 17:15), and have power to SMITE the earth with all plagues, as often as they will.- > as is written in Revelation 11:3-6.

7 Then all those virgins arose, and trimmed their lamps.
8 And the foolish said unto the wise, Give us of your oil; for our lamps are gone out.
9 But the wise answered, saying, Not so;...but go ye rather to them that sell, and buy for yourselves.

10 And while they went to buy, the bridegroom came; and they that were ready went in with Him to the marriage:and the door was SHUT.
11 Afterward came also the other virgins, saying, Lord, Lord, open to us.
12 But he answered and said, Verily I say unto you, I know you not.

So who was to buying oil, and who was selling in these last days and perilous times, and of apostasy-> 2Thessalonians 2:1-3),-> both lost their souls for everlasting time. Terrible, very terrible.
