I'm prettybsure it's more that people in the US see that not everyone is a boogeyman. You keep mentioning the science of persuasion, but it seems to.have nothing to do with the book published over 29 years ago.
Politicians are people like you and me. They will always do what is to keep their seats. If it's through money, pandering, or doing what their constituents wants.
That's because we as people have the capability to use logic, but we are still prone to rely on our emotions. Both Democrats and Republicans know this.

There has been a radical change in society. Not long ago men in dresses would have been locked up. Socialism rejected by Democrats. Rioters and Shoplifters arrested. Borders policed. Free Speech permitted in social media.
Through the "art of deception" these things are no longer true in America. Its considered 'bigotry' and 'racist" or "homophobic" if you object and are likely to lose your job or be run out of business to boot. Some will even publicly threaten your life and be applauded for it.

Emotions are not logic.
People have been made to hate themselves for things they never did. For example, you will gladly pay reparations although you never owned slaved, and no black person alive today has ever suffered as a slave. And you will be glad to do it, and consider anyone objecting to it racist and bigoted and should be shut out of the public square, denied work and driven out of society.
