Zechariah 11:15-17 "Then the Lord said to me, “Take once more the equipment of a foolish shepherd. Leopard refers to the four kingdoms after Alexander, namely Ptolemaic Kingdom (Egypt), the Seleucid Empire (Near East/Asia), the Antigonid Kingdom (Macedonia/Greece), and the Kingdom of Pergamon (Asia Minor/Turkey). Bear refers to the Persian Empire and Lion refers to the Babylon Empire.
Going to Daniel's interpretation of Nebuchadnezzar's statue dream the two legs of iron ending at the feet of iron and clay is the Roman Empire divided between East and West. In latter times, EU will be a block of ten horns with diadems (10 kings) capturing that ideal of The Roman Empire. The last/seventh head is the Antichrist who according to Revelation 13 and Zechariah 11 shall be wounded severely but shall survive and rule over the 10 kings for 1260 days. And according to Daniel and Paul he will take his seat in Jerusalem during his rule.
