Yes. He is faithful to take care of his kids and train them up in the way they should go.

What is the difference in punishment and discipline?
Punishment is getting wacked for not having self control. Discipline is being forced to function in strict guidelines so you can learn to have self control.

Does God discipline those who do not know him?
If you mean 'don't know him' as in 'not saved, then, Generally speaking, 'no'.

He no more has the Fatherly obligation to do that for them than I do for the bratty kid living next door.
