Well it's not either or here, it's both and.
I see an ancient foretaste of the spiritual war described in Revelation.

Elisha was a prophet of God. What he said comes to pass. If He says something, God will make it happen.

Luk 10:20 Notwithstanding in this rejoice not, that the spirits are subject unto you; but rather rejoice, because your names are written in heaven.

1Co 14:32 And the spirits of the prophets are subject to the prophets.

Therefore True prophets of God, should be extremely careful what they proclaim, Because God will make it happen, if they are indeed His prophets.
A true prophet of God will be proclaiming only what God has provided them to proclaim . If God has provided the words to say why would the prophet need to be careful ? He would need to speak plainly, that is a given . Elisha and the mocking youth was a spur of the moment thing . Does this mean Elisha had foreknowledge of the event and God had already told him what to say or do prophets of God have permission from God to speak and make things happen ?:chin

A true prophet of God will be proclaiming only what God has provided them to proclaim .

This is True, which i also teach, that all that i teach is what God has told me.

If God has provided the words to say why would the prophet need to be careful ?

You do error, if you think God speaks to His prophets every single day for their entire lives. He does not do that thing. He merely speaks to His prophets, when He wants that prophet to teach or say or do a specific thing that God wants done. He does NOT do this every single day of the prophets life.

He would need to speak plainly, that is a given .

True, and he/she would need to be very careful what they proclaim. i will explain below.

Elisha and the mocking youth was a spur of the moment thing .

True, something he proclaimed.

Does this mean Elisha had foreknowledge of the event

No, he did not know, but what he did know and was not careful about, is what he proclaims will happen, God makes happen.

and God had already told him what to say or do prophets of God have permission from God to speak and make things happen ?

Yes, the spirits are subject to the words of the prophets.

Let me try to explain this more clearly.

When God started talking to me, and telling me all the things that was going to happen in the Future, He chose to make me a prophet of his, i did not make myself a prophet, HE made me one by revealing to me Secrets of the Future and what is going to Happen.
Now 30+ years ago, i was teaching things that God told me, mixed with my own opinions. Turns out almost every time i voiced my opinions about this or that, it bit me in the butt for doing so. Because of the opinion i spoke, which turned out to be WRONG, made people NOT believe me concerning the things God told me in conversations. So then i quickly realized that voicing my opinions, my thoughts, was hindering people from believing the Truths that God has told me. Therefore i very rarely if ever voice my own opinion about a matter, and if i do, i make it CLEAR, this is my opinion and not from God, and i could be WRONG in my own opinion.

So then i have been teaching Truths of God since i was 12 years old. And i have made over 100 videos. And i constantly teach people how to tell a false prophet.
1) They say something will come to pass that does not come to pass.
2) They say something that is contrary to plain Scriptures.

Now i am over 50+ years old, and not one time ever, have in all of my life foretold something was going to come to pass that did NOT come to pass. i have NEVER in any of my 100+ videos said anything that contradicts even one verse in Scriptures.

So then, lets think hypothetically for a moment. i profess to be a prophet of God, and have been teaching since i was a teen, and revealing all those things God has told me. Lets say one day a bunch of kids at Walmart make fun of me, and i rashly say "i curse all of you for doing that wicked thing" And many people who know that i am a prophet, then see NOTHING happening to those kids that i just cursed, then everything i have taught for 50 years is moot, because i have now been proven FALSE, because i foretold something that did not come to pass, And because of that, NOBODY should believe anything that i HAVE said or WILL say again concerning the future.
Now because i am His Prophet, and so that all that God told me does not become moot, God will indeed cause what i say to happen, and so a bunch of birds flying above come down and starting attacking the kids (not killing any of them) And then everything i have ever said is preserved. Not that i will escape punishment from God for rashly doing such a thing, because i will suffer myself for doing something like that.

Here is another example. How many YouTubers who claim to be a prophet of God, said that Trump would win? When he did NOT win, these, EVERY SINGLE ONE OF THEM, who foretold that Trump would win, are indeed FALSE prophets, and nobody should listen to them ever again concerning prophecies. They have been proven False, they foretold something that did not come to pass, this proves they are a false prophet, and you would be wise to not listen to any more their prophecies.

True prophets of God, should be very careful what they proclaim will happen, because God indeed will make it happen, via the Spirits that are subject to the True Prophets of God.

If the kids are mocking Dave the person and NOT Dave the prophet you should pity them more than anything . In Elisha's case the youth were mocking Elisha and way Elijah had left this realm which would be mocking God .
Elisha was in the right to curse the youth, don't you agree ?

Are you saying a True Prophet commands Spirits ? If so what Spirits is that ?

Pity more than ANYTHING? Love them more than anything.

In Elisha's case the youth were mocking Elisha and way Elijah had left this realm which would be mocking God .
Elisha was in the right to curse the youth, don't you agree ?

No, i do not agree. He was not right to curse the children because they were mocking him, or Elijah, or God. Is it not written Vengeance is mine sayeth the Lord, it is NOT for a person to execute curses upon others. What the Bible does not reveal about that situation is how sorry Elisha was for this happening to the children. What he did, he did because he was grieving, he just lost a person that he loved three days prior, Elijah.
They were making fun of him, and he unjustly cursed them, in his grief. So no i don't think he was right at all to curse them, But on the other hand, i understand why he did, still wasn't right though.
And what i was saying earlier is he is a prophet of God, therefore what he proclaims, will come to pass. Because He is a prophet of God.

Are you saying a True Prophet commands Spirits ? If so what Spirits is that ?
It's not like that, exactly. True Prophets don't COMMAND Spirits, however what a True prophet proclaims, God will make happen, and usually that is accomplished by the Spirits which are in all living things, even plants. Say for example i proclaim the Trump would win the election. Then God would make that thing happen. Which will be achieved by Spirit that is in all human beings.

Is this a hard thing to understand? How is it you don't realize that you can do this as well, even if you are not a prophet?

Mar_11:23 For verily I say unto you, That whosoever shall say unto this mountain, Be thou removed, and be thou cast into the sea; and shall not doubt in his heart, but shall believe that those things which he saith shall come to pass; he shall have whatsoever he saith.

This reason this does NOT happen with this generation is because they don't believe it.
Nor this verse either:

Mat_21:22 And all things, whatsoever ye shall ask in prayer, believing, ye shall receive.

If then, say for example, a person prays to God to get some food for their hungry baby, and that person believes God will do so, Then the Spirits are subject to that person's prayer as well, and they, the Spirits, will make it happen for the person who prayed with that kind of Faith. NOT, that person commanded the Spirits to do it, it is just what they do for True prophets and for those with True Faith.

If so what Spirits is that ?

All living things has a Spirit (or better described as the Essence of the Father). However Spirits that are in humans are NOT like the Spirits that are in all living things. Spirits that are in all living things were never inhabitants of Heaven, but are merely Essence of the Father, without the essence, there is no life. Spirits that are in Humans, even though they are Essence of the Father too, Jesus created them differently, He made them immortal and individually unique. Spirits in living humans are being TESTED, Spirits in all other living things are not being TESTED.

True, we should love them and we should Pray for them also .

If it was not "right" to curse the youth do you not think it would plainly tell us that in the scripture provided ? Elisha a bearer of Elijah's mantle and now he is doing things hasty and out of line with God ! I think not . Under the law in this time period , not grace .

Ok, I got an answer to my question from you . I am not comfortable with this Spirit in plants you speak of . How things are accomplished in the spiritual world is up to God .

Do I believe God created all life on this planet , yes I do . But spirit life of plants ? Scripture , please .

I am not comfortable with this Spirit in plants you speak of . How things are accomplished in the spiritual world is up to God .

Most are not comfortable with Truth.

How things are accomplished in the Spiritual World is up to God.

That is True. And when one of His prophets proclaim something to happen, then God chooses to make it happen.

Do I believe God created all life on this planet , yes I do . But spirit life of plants ? Scripture , please .

Amo 3:7 Surely the Lord GOD will do nothing, but he revealeth his secret unto his servants the prophets.

If God reveals SECRETS to His prophets, then they are not revealed in His Word, if they were, they would not be secrets. Out of the whole comment, this is what you bring up. Sigh .. . .. .. .

i never said that plants have a spirit life. This is what i plainly said

All living things has a Spirit (or better described as the Essence of the Father)

Know you not that it is the essence of the Father, who is Spirit: ( Joh 4:24 God is a Spirit: . .. .. ... . .. .. . ) That makes everything ALIVE/LIVING? For without the essence of the Father, nothing can live, because the essence of the Father is LIFE (Joh 1:4 In him was LIFE; .. . .. . .. .. .. ..)

For you Science people out there, if you want to get technical. ALL matter has the essence of the Father, even a rock. What do think causes Electrons to remain in orbit around the Nucleus of an Atom? Top humans Scientist today, don't have a clue why, or how they do it. Because it is the essence of the Father that does it. God is a Spirit, and a microscopic part of that Spirit, is still SPIRIT

God is Life, Anything that has Life, has a part of God. Are plants alive or dead?

Define Spirits for me the way you are using it here . Who gives the Spirits their orders ?
