This article will offer a preterists view of Matt 5:17-19.
*[[Mat 5:17-19/KJV]]* v 17 Think not that I am come to destroy the law, or the prophets: I am not come to destroy, but to fulfil. v 18 For verily I say unto you, Till heaven and earth pass, one jot or one tittle shall in no wise pass from the law, till all be fulfilled. v 19 Whosoever therefore shall break one of these least commandments, and shall teach men so, he shall be called the least in the kingdom of heaven: but whosoever shall do and teach them, the same shall be called great in the kingdom of heaven.
In the contextual setting: Jesus has been baptized and declared by a voice of God as the beloved son. He has revealed himself as the Messiah to the Samaritan woman at the well and been tempted in the wilderness by rulership over all nations. He has begun teaching and healing, choosing his followers and so forth.
As the crowds gather in following; he ascends to a hilltop (mountaintop) and his disciples follow….where he begins teaching the Sermon on the mount. These are new Peaceful teachings, and focus on the inner person and their spirit. They teach of forgiveness and so forth, and of putting oneself ‘out’ for the sake of your neighbor/friend etc. They are dissimilar to, (not like) the legalistic, codifiable instructions that Moses gave.
2. And he opened his mouth, and taught them, saying,
3. Blessed are the poor in spirit: for theirs is the kingdom of heaven.
4. Blessed are they that mourn: for they shall be comforted.
5. Blessed are the meek: for they shall inherit the earth.
6 Blessed are they which do hunger and thirst after righteousness: for they shall be filled.
7. Blessed are the merciful: for they shall obtain mercy.
8. Blessed are the pure in heart: for they shall see God.
9. Blessed are the peacemakers: for they shall be called the children of God.
10. Blessed are they which are persecuted for righteousness’ sake: for theirs is the kingdom of heaven.
11. Blessed are ye, when men shall revile you, and persecute you, and shall say all manner of evil against you falsely, for my sake.
12. Rejoice, and be exceeding glad: for great is your reward in heaven: for so persecuted they the prophets which were before you.
13. Ye are the salt of the earth: but if the salt have lost his savour, wherewith shall it be salted? it is thenceforth good for nothing, but to be cast out, and to be trodden under foot of men.
14. Ye are the light of the world. A city that is set on an hill cannot be hid.
15. Neither do men light a candle, and put it under a bushel, but on a candlestick; and it giveth light unto all that are in the house.
16. Let your light so shine before men, that they may see your good works, and glorify your Father which is in heaven.
17. Think not that I am come to destroy the law, or the prophets: I am not come to destroy, but to fulfil.

19. Whosoever therefore shall break one of these least commandments, and shall teach men so, he shall be called the least in the kingdom of heaven: but whosoever shall do and teach them, the same shall be called great in the kingdom of heaven.
20. For I say unto you, That except your righteousness shall exceed the righteousness of the scribes and Pharisees, ye shall in no case enter into the kingdom of heaven.
21. Ye have heard that it was said of them of old time, Thou shalt not kill; and whosoever shall kill shall be in danger of the judgment:
22. But I say unto you, That whosoever is angry with his brother without a cause shall be in danger of the judgment: and whosoever shall say to his brother, Raca, shall be in danger of the council: but whosoever shall say, Thou fool, shall be in danger of hell fire.
23. Therefore if thou bring thy gift to the altar, and there rememberest that thy brother hath ought against thee;
24. Leave there thy gift before the altar, and go thy way; first be reconciled to thy brother, and then come and offer thy gift.
The peaceful focus of the sermon and the instruction to the inner man contrast against the ways, instructions and means of the old conditional, national law and it’s people who would continue to sacrifice or continue to have faith in that way, nation or geneology until the prophecied violent end.
We have possibly often been taught that (along with Rom 3:31 that Jesus is reaffirming that the law of moses would remain in effect until the end of physical heaven and earth. The christianized perspective is that Jesus is referring to and upholding the 10 commandments. But they were part of a group of commandments given by moses (see deut 29:1 & 27:9) which included prophecies of its latter end as given in deut 4:25,26, 31:29, 32:20,29.
We also know that the disciples did not continue in every commandment of the law but they stopped circumcision, they ate ‘unclean’ foods, and they ceased participation in the rituals and sacrifices of the temple system. Hebrews 10 instructs that to revert back to that is sin and is to trample the blood of God’s covenant under foot.
Thus, I believe the commandments that Jesus wished for his listeners to keep instruct and obey in verse 19 were the attitudes and inner teachings of his sermon of the mount which he had just been delivering as “these least commandments”
I believe then that his statement in verse 17,18 that he came not to destroy the law, but to fulfill the law included establishing the new covt as the new prophet,and fulfilling the ending judgment upon the people and way of the national covenant’.
Isaiah 65:2 says that it is a ‘way which is not good’. Paul calls it a gainsaying way in Romans 10:20,21.
Again, the main point is that vs 19 applies to the new laws and instructions of the ‘new prophet’ while vss 17,18 apply to the fulfillment of the prophesies contained within the law, and especially those about extracting a remnant of faith in HIM and of the latter end. The conditional/corporal way to seek blessing in God and especially of empty sacrifice is still judged as the way not good (Isaiah 65:2) and the way which may seemeth right unto man.
If we think of vs 17 and 18 as summary sentences, then it's easier to see that these least commands refers to these words in the olivet and not the 10 commands
Jesus’ opening statements of Blessed be the poor in Spirit contrast against the attitude of self-righteousness in seeking to keep moral or mosaic law.
Till the heavens and earth (ordinances and domain) of the mosaic covt passed; not one jot or title (detail) of the prophecies would be unfulfilled. The new covt and new words, way & love of Jesus, the ‘new’ prophet like unto Moses of Deut 18, would cause the end and passing of those heavens & earth as also spoken in Matt 24:35. These heavens & earth passed in 70 AD and again in 135 AD
