I don't think that this question has ever been asked before, so why are some people ticklish in some places while others aren't?

Interesting question. All apes are ticklish, and enjoy tickling each other. Apparently, rats are also ticklish, and solicit tickling from humans after learning that they can do it:

I'm sorry, but what makes you think that they like to be petted? I just think they like having their meals delivered that's all.

There are videos on YouTube of sharks coming up to divers they know, and deliberately getting petted. Over a period of many years. Crazy right? Even just a little sand shark can do a LOT of damage, I've seen it. No way am I sticking my hand in harm's way ...
