Yes. lol. All Christians have to be 'chosen'. No man comes to the Father unless the Spirit draws him.

It can be both living and dead Christians also.

Mat 27:52 The tombs also were opened. And many bodies of the saints who had fallen asleep were raised,

The term is used more with the idea of a persons 'maturity'. Those mature in Faith are Saints. It manifests itself outwardly and inwardly.
