Veteran is right on the money here, and I'll take it a step further.
According to Daniel 2, the head of gold represents Babylon; the chest and arms of silver represented a kingdom that would succeed Babylon (silver kingdom had two arms - as in two armies). This is the Medo-Persian empire which overran Babylon in 538 B.C. The Medo-Persian kingdom consisted of two kings and two armies. Eventually, the Persian side of this kingdom became dominant (which is why 'the bear' is RAISED UP on one side in Daniel 7, and one horn of the Ram is 'higher' than the other in Daniel 8).
The thighs of brass rose to power with the fall of the Medo-Persians. The Grecian empire was known for its use of bronze (the Grecian period is actually called "The Bronze Age.") The fourth empire was represented by legs of iron and this feature accurately represented the Roman empire. The Romans were noted for their conquests and their weapons of unbreakable iron.
The fifth kingdom, represented by the feet of iron and clay, represents the breakup of the Roman empire into many kingdoms; some became strong and others weak. When Rome fell in A.D. 476, the empires of the world were no longer universal, and the world was permanently fractured into smaller empires. Some would be strong as iron and others would be weak or breakable like brittle clay (Iron and Clay).
The Ten Kings, represented by the 'Toes' in Daniel (ten horns in Revelation) will reign for 'One Hour' WITH the beast.
Revelation 17:12 "And the ten horns which thou sawest are ten kings, which have received no kingdom as yet; but receive power as kings one hour WITH the beast."
Veteran is right, the beast doesn't exist yet (thus, the ten kings do not either). The beast (seven headed, ten horned beast) will arise 'from the sea' at the appointed time of the end. The beast is a composite worldwide 'church/state', because it's authority and power is given to it by the Dragon (lamb-like beast with two horns) who will be masquerading as Lord of Lords (CHURCH) and King of Kings (STATE) - hence, the 'two' horns. Shilo, this beast will not be confined to Palestine, it arises from the sea (waters), which represent ALL peoples, multitudes, nations, and tongues:
Revelation 17:15 And he said to me, The waters which you saw, where the whore sits, are peoples, and multitudes, and nations, and tongues.
During the days of these ten kings, the Rock will come out of Heaven and destroy all of the kingdoms of men. This unbreakable Rock is Jesus Christ!
