insane

I had seen some memes making jab of IRS basically ruining people's lives if they didn't pay up the taxes. This made me wonder, is it a true feeling of the people of USA who have to deal with this messed up society, or is it just anti-tax payment propaganda? I would like to know, thanks. :)
