If we confess our sins, He is faithful and righteous to forgive us our sins and to cleanse us from all unrighteousness.

Both. I see it speaking to believers as assurance of forgiveness when we stumble and I see it as a tool to evangelize the unbelievers and show them the depth of God's love.

The scripture implies...faith, relationship and belief.

You cannot talk to that which you do not believe in.

It’s sort of a circular question, I think, because it is a sin not to love the Lord with all your heart, mind, and soul.

Otherwise I would be tempted to answer your question, “Both.â€
