Great question. There does appear to be some kind of "conscience," although it is not informed by a relationship between them and the Holy Spirit in the same way humans do. So animals are not judged eternally, but can certainly be "put down," when they form habits that are destructive to Man.

It is interesting that when God commanded Israel to destroy certain pagan cultures they were told to destroy the animals too. The habits formed when allowed to engage in bad behavior becomes uncorrectable at some point. Public schools recognize that they sometimes have "incorrigible students" who have to be treated differently than the general population of students.

Yes it is.

And I think it is clear they understand what they are an are not supposed to do when told. The difference is that they are only answerable to us as humans, whereas we are answerable to God.

The interesting dynamic is, what if they were willing to submit to us to the best of their ability out of love for us, and then we asked the Lord if we could be with them in eternity? I find it curious, but all things are possible with God, and I certainly wouldn't doubt that He answers such prayers if we seek Him for it.
