Peter didn't start the Catholic church.
We as believers in Christ have His authority to bind and loose.
Wrong. Matthew 18 cannot possibly be read to say "believers have His authority to bind and loosen". The context points to something beyond the American individual who refuses any authority over himself... Clearly, we are to "take it to the Church", authority, when a Christian will not listen. He can be cast out, excommunicated. Naturally, "we as believers" don't have the power to excommunicate another member...
You are correct that Peter didn't start the Catholic Church... Jesus did when He gave the Great Commission after He gave Peter direction to "feed My sheep".

We are a royal priesthood. We have the authority in Christ to bind and loose.
1 Peter 2:9 NLT
But you are not like that, for you are a chosen people. You are royal priests, a holy nation, God’s very own possession. As a result, you can show others the goodness of God, for he called you out of the darkness into his wonderful light.
Clearly, Peter is speaking of the Church as an entire entity. Not that we have authority to bind and loosen. You are ignoring the context of Mat 16 and 18.
WE ARE THE CHURCH. WE HAVE ALL THE AUTHORITY OF CHRIST GIVEN TO US. Whatever Jesus spoke to His disciples applies to His Church in the world today.
The Bible very clearly, OT and NT, has men as "overseers" within the community. The purpose of this authority over others in the community is to help bring them to God. Paul, for example, realized he had a particular call - and a responsibility - to bring men to Christ. Others recognize this, an authority to serve the community.
You have no authority over me, nor I over you. However, we each have been given, by God, men who are indeed over us to guide us from this world to the next.

We have the authority of Christ over sin and Satan. We have authorities over us in the churches we belong to, and many of us have some authority over others as leaders in those fellowships. God is the giver.
Both are true.
But the term "binding and loosening" refers to judicial matters, those in authority over us, not about our authority over sin. We don't bind ourselves to sin, nor do we loosen ourselves from sin. To do that is equivalent to inventing our own morality, relativism. Murder is always a sin, we don't loosen ourselves from that command. We don't loosen or water down the definition of what is evil.
