How do Christians use this authority to bind and loose on earth and in heaven?
 
Depends on one's spiritual gifts / calling. The seven sons of Sceva (some say were unbelievers others say they were believers not called to do battle with demons) were in over their heads. I realize greater is he who is in me than he who is in the world, yet I also see that Michael chiefest and strongest among the angels...

Jude 9 (NKJV)
9Yet Michael the archangel, in contending with the devil, when he disputed about the body of Moses, dared not bring against him a reviling accusation, but said, “The Lord rebuke you!”

Be ye careful!

If you refer to what the Lord told the Apostles regarding the keys to the kingdom...

Matthew 16:19 (NKJV)

19And I will give you the keys of the kingdom of heaven, and whatever you bind on earth will be bound in heaven, and whatever you loose on earth will be loosed in heaven.”

Matthew 18:18 (NKJV)

18“Assuredly, I say to you, whatever you bind on earth will be bound in heaven, and whatever you loose on earth will be loosed in heaven.

Are both mentioned in the setting and with regard to the Church.

15“Moreover if your brother sins against you, go and tell him his fault between you and him alone. If he hears you, you have gained your brother.

16But if he will not hear, take with you one or two more, that ‘by the mouth of two or three witnesses every word may be established.’

How do Christians use the keys of the kingdom of heaven?
 
Witnessing and getting our own acts together and helping others do the same.
 
Ephesians 3:10 says, "God works through the church to deal with principalities, powers, rulers of Darkness and spiritual wickedness. These are the four divisions of Satan's armed forces. So if God can't get the attention of the church, then you are subject to what happens in the culture.

Jesus said, "I will give you the keys to the Kingdom." Jesus is talking about the Church. The Kingdom is the rule of God. Jesus is not just giving us one key but keys. Because hell has gates. So for every hellish gate there is a heavenly key. And that key is to unlock a door up there to fix a problem down here. Every time Satan shows up with racism, injustice, or any other sins you are to use that key to unlock that door. Because the Church has that key. Many Churches are praying without any results because they don't have that key because of their alignment with God.

Gods kingdom is lived from the perspective of heaven, not earth. That's why Jesus said, Seek first His Kingdom and His righteousness, and all these things will be added to you (Matthew 6:33).

What far too many Christians do is mix a little of God with a lot of the world. Is this something that you have done? Have you wound up experiencing less of God because His kingdom is not of this world? When you bring the world into the Word, you are asking the King to bless something that His kingdom is not a part of, and He won't do it. If you lose sight of the kingdom, Gods perspective gets lost. Yet when Gods kingdom is prioritized, you get to see heaven both rule and overrule in your life.

It is time for the body of Christ (The Church) to start Binding - Loosing and Decreeing with authority.

Binding occurs on Earth. It means to restrict or restrain.

Loose means to permit or to free up.

Decree - You shall also decree a thing, and it shall be established for you: and the light shall shine upon your ways. Job 22:28 NKJV

The Gates of Hell will deceive and keep a Christian locked up in bondage while releasing chaos in your life to steal, kill and destroy you.

Matthew 18:18-20 Amplified Bible (AMP)
18 Truly I tell you, whatever you forbid and declare to be improper and unlawful on earth must be [a]what is already forbidden in heaven, and whatever you permit and declare proper and lawful on earth must be [b]what is already permitted in heaven.

19 Again I tell you, if two of you on earth agree (harmonize together, make a symphony together) about whatever [anything and [c]everything] they may ask, it will come to pass and be done for them by My Father in heaven.

20 For wherever two or three are gathered (drawn together as My followers) in (into) My name, there I Am in the midst of them.
 
How do Christians use this authority to bind and loose on earth and in heaven?
This authority was given to the apostles, and primarily to Peter (apostle to the Jews) and Paul (apostle to the Gentiles). However prayer can now be effective in exercising Christ's authority through the Church.
 
Please explain.
Look at the context of the Matthew 18:15-21 NASB passage.
Compare to this:

23 "If you forgive the sins of any, their sins have been forgiven them; if you retain the sins of any, they have been retained." (John 20:23 NASB)
 
The children of the kingdom are still children. Sometimes I have frustrated children; by expecting them to be adults. Sometimes I have allowed the Peter Pan (I'll never grow up) in myself. Knowing the additude of heaven for a particular instance (should it be loosed or bound) is needed. Being sensitive to (who touched me), is needed. If we use our carnal flesh to decide, we may find things not working. If we invite him in; it is no longer us that does it.

Example applications of binding and loosing prayers

Binding the enemy's plans; loosing God's plans

This is based on the Lord's prayer in Matthew 6:10. First we bind the plans of evil in the situation we are facing in the name of Jesus Christ. Then, we call forth God's will to be done on earth as it is in heaven.

"Father in heaven, I stand in faith on the authority I have as a believer in Jesus Christ, and a co-heir to his kingdom. In the name of Jesus Christ, I bind every evil spirit and every evil plan made in this situation. I cancel the enemy's plans and call forth God's plans for this situation. God's word says that God has plans for good and not evil (Jeremiah 29:11) for us and I claim those plans now. Father, I ask that your will be done in this situation, as it is done in heaven. I give thanks and praise to you. In Jesus' name I pray, Amen."

Simple Binding Prayer:

"Father God, I thank you for sending your Son Lord Jesus Christ to die for me, and resurrecting him to sit at your right hand in Heaven right now. I thank you for bestowing upon Him all power and authority over evil. In the name of Jesus Christ, I speak to any evil spirits, especially spirits of *___________ (fill in the blank), I bind you from attacking me now and throughout this day. Leave me now and go straight to Lord Jesus Christ who will deal with you. I am covered and protected by the blood of Lord Jesus Christ. Amen."

*Note that evil spirits often have specific functions and names. Examples of evil spirits include principalities, powers, rulers of Darkness, spiritual wickedness (these are the four divisions of Satan's armed forces), lust, adultery, pride, despair, strife, anger, unforgiveness, discouragement, condemnation, shame, hate, envy, covetousness, idolatry, homosexuality, suicide, obsession, oppression, domination, control and witchcraft. These are just a few of the many possible spirits.
The Blood of Jesus Christ is a powerful weapon for protection from the enemy's attacks. The following prayer is a good one to pray before starting the day:


"Lord, I cover myself and everyone around me with the blood of Lord Jesus Christ. I cover all of the members of my family (call them by name) with the blood of Lord Jesus Christ. I cover my home, my land, my car, my finances, my marriage, my ministry, with the blood of Jesus. In the Name of Lord Jesus Christ, by the power of His blood, I break off every power of the kingdom of darkness and cancel every argument in heaven that has established itself against the plans of God in my life and spoil every attack of the enemy. I call forth, in the name of Jesus, all of God's plans and purposes for my life, and my family. As for me and my house, we shall serve the Lord. Satan, the blood of Jesus is against you and you have no authority over my life. NO WEAPON FORMED AGAINST ME (OR MY FAMILY) SHALL PROSPER!"

Anguish, bitterness, oppression, depression, enslaved or addicted to anything like Alcohol, sex, drugs or tobacco.
Spirit of Heaviness/Depression/Despair: (Isa. 61:3)
Lethargic, apathy, over sleeps, mourning, grief, sorrow, oppression, hopelessness, despair, suicide, thoughts of jumping in front of cars, trains, etc..., despondent, low self esteem, cutting oneself, hearing voices.

Lethargy Spirit:
Tired, restless, sleepy, uninterested in normal interests and activities, slothfulness.
Spirit of Infirmity: (Lk. 13:11)
Frailness, weakness, colds, flu, fevers, infection, sickness, allergies.
Spirit of Fear: (2 Tim. 1:7)
Torment, trembling, dread, phobias, fear of death, fear of insanity, suicide, nightmares, hypochondria, anxiety, panic attacks, see fear in eyes.
Spirit of Divination (Witchcraft/Satanism): (Deut. 18:10)
Horoscope, hypnotist, magician, palm reading, tarot cards, clairvoyant, false-religions, rebelliousness, manipulative, mandating, hatred for God.

Spirit of Lust: (Matt. 5:28)
Obsessed with sex, promiscuity, adultery, seduce, laughing, dirty mind, dirty joking, giggling, sticks tongue out.
Effeminate Spirit: (Rom. 1:27)
Gay, sexual perversions, lesbianism, homosexuality, bisexual, transvestite, gossip, jealous, anger, cleanliness, speaks with a lisp, feminine gestures.
Spirit of Sexual Perversion: (Isa. 19:14)
Lust, sexual perversions, lesbianism, homosexuality, bisexual, transvestite, adultery, pornography, prostitution, seduce, child abuse, rape, bestiality, sinister grin, obesity, dribbling, mumbling.

Spirit of Jealousy: (Num. 5:14)
Murder, anger, envy, rage, insecure, distrust, hate, suspicion, covetousness, competitive, anxiety, emulations.
Selfish/Stubborn Spirit:
Selfish, stubborn, critical, haughty, self righteous, prideful, unteachable, rebellious, controlling, constantly talks about oneself, won't listen to others, lisp in speech.
Controlling Spirit:
Abusing others, mean, arrogant, selfish, haughty, pretentious, perfectionist, insecure, criticizes others words or actions.

Rebellious Spirit:
Rebellion against authority of any kind, disobedient, won't listen, prideful, sassy, stubborn, witchcraft. The Bible speaks of Jezebel in Isa. 47 & Rev. 2:20.
Antichrist Spirit: (1John 4:3)
Against Jesus, hates God, evil, dominates, vanity, mandates, attacks, harassments, mean, nasty, haughty, arrogant, murder,con artists, craves worship, attention and power, evil grin.
Terrorizing Spirit:
Entice, abusing others, mean, haughty, pretentious, insecure, interrogation, believes one is better than everyone else, brings people under extreme scrutiny for their thoughts, words or actions.

Spirit of Anger: (Eph. 4:26)
Angry, mean, cruel, strong, fighting, temper, fits, rage, rape, child abuse, murder.
Insanity Spirit: (Mk. 5:3-5)
Insanity, fear of insanity, lunatic, mentally instable, cannibalism, smiles and laughs.
Destructive Spirit:
Critical of self, temper, suicidal, throws things, accidents, illness, this spirit can kill people.
Unclean Spirit: (Foul Spirit): (Mk. 5:8)
Anger, mean, uncleanness, some diseases like epilepsy, sickness, bad breath.
Deaf & Dumb Spirit: (Mk. 9:17)
Deaf, convulsions, mentally challenged, cannot speak.

Spirit of Python and Legion: (Lk. 8:30)
Wickedness, murder, deceptive, insanity, super-strength, seduce, hurts others, murder, death, people move and hiss like a snake.
Lying Spirit: (I Kings 22:23)
Lying, deception, delusion, exaggeration, flattery, profanity, hypocrisy, religious lies, seduce, vain.
Self-righteous Spirit:
Prideful, arrogant, selfish, critical, unteachable, pretentious, rigid, inflexible, legalism, correcting others, thinking that you are always right.
Tormenting Spirit: (1John 4:18)
Severe chronic pain, torture, pain that is undiagnosed and moves around body, fear of pain, hopelessness, suicide, smiles or laughs when others get hurt.

Spirit of Pride/Haughtiness: (Prov. 16:18)
Prideful, arrogant, scornful, mocking, bragging, stiff neck, gossip, egotistic, vanity, pretentious, snobbish, cocky, insolent smiling. The Bible calls this the King of Pride or Leviathan (Job 41).
Spirit of Beial: (1Sam. 2:12 & 2Cor. 6:15)
Wickedness, unworthiness, base, carnal independence, self-sufficiency, keep your from your godly destiny, cocky, arrogant and defiant.
Spirit of Blasphemy: (Matt. 26:74)
Cursing, swearing, profanity, obscene language, irreverence, reviling God, unable to worship God, gnashing of teeth, wrath.

A Familiar Spirit: (Lev. 20:6)
Spirit that only seems to be your friend, supernatural spirits that assist witches, a vice you are comfortable with, "the devil on your shoulder"
Spirit of Sorcery: (2Cron. 33:6)
Divination, spells, magic, witchcraft, making (illegal) drugs.
Transferring Spirits:
Any evil spirit that can transfer to you from some thing or person.
These are not all the spirits, just some of the most prevalent.
