ESV, Genesis 1:

26a Then God said, “Let us make [H6213 asah] man in our image"
H6213 occurs 2628 times.

27 So God created [H1254 bara] man in his own image,
Here H6213 and H1254 were used interchangeably.

in the image of God he created [H1254 bara] him;
male and female he created [H1254 bara] them.
H1254 occurs 55 times. God created Adam from dust; bara does not exclusively refer to creation ex nihilo (“out of nothing”). However, only God can bara. This distinguished it from other Hebrew words like yatsar ("to form") or asah ("to make"), which could describe human actions. It often conveyed the idea of bringing into existence something that had no prior form or existence. It described acts of divine innovation or the introduction of entirely new categories of being.

GNT, Psalm 51:

10 Create [bara] a pure heart in me, O God, and put a new and loyal spirit in me.
This was fulfilled in the NT as being born of the Spirit. Titus 3:

5 He saved us, not by the righteous deeds we had done, but according to His mercy, through the washing of new birth and renewal by the Holy Spirit.
Born again Christians are new creations.

God creates (bara) new things.
