you have no proof - you only have guesses and suggestionsWe've got plenty of evidence for that. Neandertals, for example, had larger brains on the average than we do. And over tens of thousands of years, they never progressed to neolithic toolmaking.
They were remarkably conservative in their technology.
On the other hand, Australopithecines, who clearly had brains very different and much smaller than ours, managed to make simple tools.
