Does the Bible say to obey the government?

Remember this verse:

Mark 12:13-17 said:
13Later they sent some of the Pharisees and Herodians to Jesus to catch him in his words. 14They came to him and said, "Teacher, we know you are a man of integrity. You aren't swayed by men, because you pay no attention to who they are; but you teach the way of God in accordance with the truth. Is it right to pay taxes to Caesar or not? 15Should we pay or shouldn't we?"

But Jesus knew their hypocrisy. "Why are you trying to trap me?" he asked. "Bring me a denarius and let me look at it." 16They brought the coin, and he asked them, "Whose portrait is this? And whose inscription?"
"Caesar's," they replied.

17Then Jesus said to them, "Give to Caesar what is Caesar's and to God what is God's."
And they were amazed at him.

We are meant to obey the laws of the government and submit to them as long as it doesn't contradict the scripture.
 
Yes we are to obey the government as long as they do not try to stop the calling God gives us then we obey them in everything but that.

the governments, and their leaders are given their postion and power by GOD, He sets them up and tares them down.
 
Romans 13:1-7, "1 Everyone must submit himself to the governing authorities, for there is no authority except that which God has established. The authorities that exist have been established by God. 2 Consequently, he who rebels against the authority is rebelling against what God has instituted, and those who do so will bring judgment on themselves. 3 For rulers hold no terror for those who do right, but for those who do wrong. Do you want to be free from fear of the one in authority? Then do what is right and he will commend you. 4 For he is God's servant to do you good. But if you do wrong, be afraid, for he does not bear the sword for nothing. He is God's servant, an agent of wrath to bring punishment on the wrongdoer. 5 Therefore, it is necessary to submit to the authorities, not only because of possible punishment but also because of conscience. 6 This is also why you pay taxes, for the authorities are God's servants, who give their full time to governing.

7 Give everyone what you owe him: If you owe taxes, pay taxes; if revenue, then revenue; if respect, then respect; if honor, then honor."
