Yes. The Hebrews, over time, evolved in their understanding of God and His purposes. The trend was to see Him more and more as intrinsically good and demanding ethical behavior for all, including strangers. They realized he was not just a mighty God who protected His people, but the only God, who cared about all. Jesus fulfilled that trend, by showing the way out of the cycle of injustice and revenge.
