There are two different trends addressed in the article:

1) Most voters want to be protected. They approve of using tech to protect them. When local police captains asked for my advice, one of my recommendations was cameras to monitor streets (not traffic cams.) Voters tend to like street monitoring cams.

2) By contrast, most voters hate roadside revenue collection. Voters want to feel like they are being protected, Revenue collection instead makes voters feel like they are being preyed upon. In my venue, voters quickly voted away automated traffic cams, which they hated. The voters kept the street monitoring cams, which they love.
