Privately built park, but constructed by various businesses, open to the public. Meant to get more people downtown. It was built over Woodall Rogers expressway.

I always like it when the restrooms are nice looking.
I hate walmart bathrooms.

No, a private consortium does it. An interesting model for urban parks, but apparently a completely workable one.

this is ran by a private group,free for all.its on a charter with a city.it's a dog park
