Evolutionary theory has explained why the differences exist between Old World vultures and New World vultures:

Genetic data shows that New World vultures are related to storks and sometimes hunt by excellent sense of smell, while Old World vultures are related to raptors and hunt almost exclusively by sight. This also explains why Old World vultures have strong, taloned feet, and cannot run, while New World vultures have weak feet but run well.

These are an excellent example of convergent evolution; the similarities are due to adaptations for a scavenging life style, while the differences are due to the specific groups from which they evolved.
