Hi thesaintman, everything I see about rainbows in scripture refers to mercy. This following excerpt or portion from a study by Gene Hawkins says the following:
“"There was a rainbow round about the throne, in sight like unto an emerald," and the first time God used the rainbow was in the days of Noah to show that He was never going to destroy the earth by water again and so the rainbow comes to mean "Mercy in the midst of judgment." It means exactly that same thing here because Jesus' throne here is really going to be issuing forth judgment that we'll see as we get into these next chapters. It's not judgment for God's people but on the unbelieving wicked who are absolutely rejecting Him. But in the midst of all that there is the rainbow showing mercy for those who would call upon Him and we read again in Acts 2:21, "And it shall come to pass, that whosoever shall call on the name of the Lord shall be saved." And so that's why I say there doesn't come a time when God just shuts it off and says no, you can't be saved anymore. If men, even in the days of tribulation will begin to call upon the name of the Lord, they will be saved.
Scripture bears it out that there were those after the rains began to fall in Noah's time that evidently called on the name of the Lord because they were saved and Peter tells us about it, and I am persuaded there are many who are just so rock hard today that when the judgments begin to fall, they will begin to remember these things that they have heard of the gospel of those that have been faithful witnesses of the truth. At that time they will call upon the name of the Lord, and God's mercy is still sufficient to save them, and so here we have the rainbow round about this throne.”
