I've seen Romans 13:1-7 touted as evidence that we should submit to authority or allow death penalty, etc., etc.,
But how do we know this is not talking about the spiritual government of the Christ-led Theocracy of the Ekklesia?
Each member has a different function. There is no pyramid scheme. The ultimate rule is Christ. He has set out prophets, pastors, ministers, etc., New Christians should be subject to mature Christians.
Those who do good have no need to fear.
The unbeliever is subject to eternal damnation. The worldy believer will be corrected by a temporary damnation (judgement).
A minister does not bear the sword, the Word of God, in vain. How may he execute wrath?
The grace in wrath saves souls.
Ministry is worthy of tribute to expand. Honor is due to Spurgeon. Fear is due to a man who speaks the word of God such as maybe John Piper (? I'm new to him) who declares by the word war against every member of your flesh which sins.
Do well, and we will receive praise. For we are kings, and priests, in Christ. (Revelation 1:6)

Let every soul be subject unto the higher powers. For there is no power but of God: the powers that be are ordained of God. Whosoever therefore resisteth the power, resisteth the ordinance of God: and they that resist shall receive to themselves damnation. For rulers are not a terror to good works, but to the evil. Wilt thou then not be afraid of the power? do that which is good, and thou shalt have praise of the same: For he is the minister of God to thee for good. But if thou do that which is evil, be afraid; for he beareth not the sword in vain: for he is the minister of God, a revenger to execute wrath upon him that doeth evil. To deliver such an one unto Satan for the destruction of the flesh, that the spirit may be saved in the day of the Lord Jesus 1 Corinthians 5:5
