Who are the watchers and the holy ones? Are they the same?

2. Then they that feared the LORD spoke often one to another: and the LORD hearkened, and heard it, and a book of remembrance was written before him for them that feared the LORD, and that thought upon his name. Malachi 3:16 NKJV

Who in heaven is recording what we say in the book of remembrance?

They are angels, and the terms are interchangeable. And more than likely it is angels who are recording things in Heaven, even as they observe things on earth.

The Holy ones and the watchers are the same; they are God, and notice that God goes on in Dan 4:17 saying: “That the living may know that the most High ruleth in the kingdom of men, and giveth it to whomsoever he will, and setteth up over it the basest of men.” Who is the basest of men God is going to use at that time? Nebuchadnezzar.

As for the “Book of remembrance” in Mal 3:16, I really think God again is the One putting all things into remembrance, but we read in Rev 1:1 of Jesus’ angel (A fellow believer - Rev 19:10) writing what our Father shows and tells him of the revealing of Jesus Christ.

In Malachi those that feared God (Believers) are being spoken of, and thus are not those whose deeds or works are written in “The books” of Rev 20:12 and come to judgment.
 
In the context of Dan 4 they are only figments of the dream, so they don't have to actually be real.

I might suggest that our own mind is a type of recording device. Vastly more capable than any super computer at recording all of our personal data. And even capable of giving/receiving uploads/downloads.
