So I was walking my dog and hear the strangest noise...like a UFO maybe, lol. Or a strange whistle...sorta. I look up and its a flock of birds circling overhead. Black n white I think, but they was pretty high...

The strangest (coolest) thing, was that, it was a chorus, and sounded more like a single whistle than 20 birds whistling the same thing. Not at all birdlike or at least like any I've ever heard.

Does anyone have an idea what kind of birds these were? They just kept circling too, over and over...I liked 'em!

Any possibility they were drones with tiny whistling Jet paks? Maybe you should check if their owner had registered them with the FAA so as to not present a problem with the Academy in the area. :shrug

It could be mocking birds since they can imitate all kinds of sounds, including the sounds of other birds.
 

I don't think so. I'm familiar with magpies, and these were smaller I think. Plus, I never heard a Maggie making such sounds.

Maybe they were gubmint drones, watching me. That does sound like something they would do. Watch a nobody walk their dog. At least I'm supporting the economy by keeping some NSA guys employed, eh?! Lol...

These don't hover, they flap for a few, then glide a little, then flap some more.
I tried to get a pic of 'em, but they're too high and its cloudy.

They hover,florida has three species.it's our state bird. They are too small.
