Revelation 11:1-2 And there was given me a reed like unto a rod: and the angel stood, saying, Rise, and measure the temple of God, and the altar, and them that worship therein. But the court which is without the temple leave out, and measure it not; for it is given unto the Gentiles: and the holy city shall they tread under foot forty and two months.
Measure three things:

The temple of God....
1 Corinthians 3:16-17 Know ye not that ye are the temple of God, and that the Spirit of God dwelleth in you? If any man defile the temple of God, him shall God destroy; for the temple of God is holy, which temple ye are.
From this we see that what is to be measured is...people/souls. The temple and altar represent people and should not be seen literally.
The altar, a place for sacrifice....
Hebrews 10:1,4,6 For the law having a shadow of good things to come, and not the very image of the things, can never with those sacrifices which they offered year by year continually make the comers thereunto perfect. (4) For it is not possible that the blood of bulls and of goats should take away sins. (6) In burnt offerings and sacrifices for sin Thou hast had no pleasure.
10:10,14 By the which will we are sanctified through the offering of the body of Jesus Christ once for all. (14) For by one offering He hath perfected for ever them that are sanctified.
Animal sacrifices could not perfect anyone nor did God take pleasure in them. It is His sacrifice on the altar that perfects "them that are sanctified." Romans 8:29-30 For whom He did foreknow, He also did predestinate to be conformed to the image of His Son, that he might be the firstborn among many brethren. Moreover whom He did predestinate, them He also called: and whom He called, them He also justified: and whom He justified, them He also glorified.
The altar that is to be measured speaks of the man child, those "conformed to the image of His Son," for they sacrificed their lives to follow Him. They crucified their "old man." They are justified/sanctified.
Them that worship therein.....
Who are they for they are listed separately from the other two? They are not the people considered "the temple," nor are they those said to be "the altar." Who are they?
