I heard this on TV last night. (paraphrase) It was believed that there is a brief moment between the old and new year where evil spirits can interfere with your "good fortune" for the new year. That's where all the noise makers come in; it is believed that all that noise scares the bad spirits away.

After being mobbed and lynched and then asking the Mayor for a pardon, I'm not sure that the Mayor would sign it, I voted fro Pedro! :-D
