Someone starts a ministry.

The ministry grows.

People start contributing money, and the ministry expands, but it is now dependent on those people.

Someone starts demanding control, or the contributions end.
 
A church should never allow itself to become dependent on its donors. I’m not aware that this happens very often. I’ve heard of single large donors trying to run churches.
