Not that anyone would try this, but in case you are on the receiving end...
Create a shortcut like %windir%system32/shutdown.exe -r -t 00 in someone's startup folder. When the PC starts and they log on, it immediately shuts down.
The antidote is to press and hold the Shift key when windows starts up - this bypasses the start menu, and the shortcut can then be removed.
