Addressing The Texas Legislature

I am reaching my personal limit on anymore of this relentless harassment from entities from Texas. I wonder if it is possible for an individual resident of that state to publicly address the Texas Legislature.

As citizens we have a right and a duty to contact our representatives with issues or concerns. That is how our government is supposed to work. They can be accessed by phone, mail, email, or in person. Of course, that means we actually have to put forth the effort and if we think they are just sitting behind a desk waiting patiently for someone to walk through their door, well, there are probably more of those drugs available too.

What's the problem?
One of the things is receiving something like 400 calls from a switch number in Texas.
Another is an attempt to rent us a house here in Honolulu from Texas that didn't belong to them. We almost sent them $4k, but caught on just in time. Our son was chased out of his job here the same way he was in Texas even though he worked hard. The store managers in both stores were fired just for hiring him. Both times shift supervisors were inserted on the shifts instructing him to do unsafe jobs. This last one he showed up alone while the entire shift called off. He finally quit as he was unable to do an entire crews' duties by himself that his boss demanded.
We've had people enter our apartment here while we were out, even breaking a chair. Having trash in our tap water. Hot water turned almost off.
Death by a thousand cuts.
I haven't even touched on what they did to us in Houston that made us evacuate our home leaving 2/3 of our belongings behind. House flippers constantly harassing us wanting the Houston house for pennies on the dollar. Our son is miserable here after being targeted with threats. We will most likely have to return to Texas, but I'm going all out to expose these crooked cops and their army of informants if we're forced back there.

Ah now I see what your question is! This video comes to mind that I saw today:

See, crooked cops get away with lawlessness because of their victims' ignorance of their rights. I think that the world should be teaching us law in school as part of survival lessons, and because they don't, it's clear that they rather treat us as instruments in the machine. Hopefully you can find some bright people to talk to about those problems you have. Go church hopping if you can't find them in your usual place.

The gov says they will be independent of Washington.
