Paul speaks of Israel...the 2 separated houses of Israel (Judah and Ephraim) being made whole in the following verses.

25 I do not want you to be ignorant of this mystery, brothers, so that you may not be conceited: Israel has experienced a hardening in part until the full number of the Gentiles has come in. 26 And so Israel shall be made whole......

Here again the same joining into unity...

15 The word of the LORD came to me: 16 "Son of man, take a stick of wood and write on it, 'Belonging to Judah and the Israelites associated with him.' Then take another stick of wood, and write on it, 'Ephraim's stick, belonging to Joseph and all the house of Israel associated with him.' 17 Join them together into one stick so that they will become one in your hand.

Notice here again that "all the house of Israel" is relating to Ephraim and those tribes that have become part of all nations. Gentile Christians are of Ephraim. This sifting of the northern tribes of Israel into all the world has been God's plan from the beginning.

Notice here....

Genesis 35:9 After Jacob returned from Paddan Aram, [c] God appeared to him again and blessed him. 10 God said to him, "Your name is Jacob, [d] but you will no longer be called Jacob; your name will be Israel. [e] " So he named him Israel.

11 And God said to him, "I am God Almighty [f] ; be fruitful and increase in number. A nation and a community of nations will come from you, and kings will come from your body. 12 The land I gave to Abraham and Isaac I also give to you, and I will give this land to your descendants after you." 13 Then God went up from him at the place where he had talked with him.

Israel is not just called to be an identifiable nation with that distinctive name but also a kahal hagoyim....a congregation of nations....ie the church of Christ!

Amen...the church is the Israel of God.
Galatians 6:16 said:
And as many as walk according to this rule, peace be on them, and mercy, and upon the Israel of God.
John 1:16-17 said:
And of his fulness have all we received, and grace for grace. For the law was given by Moses, but grace and truth came by Jesus Christ.
 
The church of Christ is the Israel of God. This has always been the plan of God from the beginning as exemplified in Gen. 35:10-11. Israel is not just a goy (nation) but a congregation of Gentiles (non-Jews).


Gen. 35:11 "And God said unto him, I am God Almighty: be fruitful and multiply; a nation and a company of nations shall be of thee, and kings shall come out of thy loins;"

The word for "company" in the above verse is from the Hebrew "kahal" which could have been rendered as congregation...or even church!!!

So we see that the house of Judah (whom we know as physical Jews) are through a natural birthright. The house of Ephraim is through a divine birthright by the will of God. BOTH houses are called into unity through faith in Christ.

This is according to the Spirit. God is calling people from every tribe and tongue to be a part of the family of God. We trace this promise through Ephraim (Gen 48:10) who is to be the fulness of the Gentiles. When this process of making both houses of Israel complete is finished, then the end will come.
