9 And when James, Cephas, and John, who seemed to be pillars, perceived the grace that was given unto me, they gave to me and Barnabas the right hands of fellowship; that we should go unto the heathen, and they unto the circumcision. Gal. 2:9.
Paul says that he was sent to the Gentiles. But he wasn't the only apostle to the Gentiles. When Paul wrote to the brethren at Rome there was already a church of believers in existence. Someone went before Paul and established a church there. Scripture doesn't say who did this. However, and yet it is common knowledge among the brethren that Peter was indeed an apostle to the Jews. But he wasn't the only one. James and John were also apostles to the Jews as this Scripture states.
