The question should really be "Are pre-arranged marriages by humans Biblical?". We all know God has a plan and has already 'arranged' your entire life - including your marraige. So I guess you've got to look at it like that. Relationships (especially marraiges) should be built on love, and I believe this is something that pre-arranged marraiges of this world (like done in places like India) do not take into account, and therefore are not Biblical at all.
However, then the problem arises that could God have arranged your marraige through a human arranged marraige? It's possible, but I think that common. We just have to trust God and ask God to use us for His purpose.

Abraham asked his servant to arrange a marriage for his son, Isaac:
And Abraham said to his servant, the oldest of his house, who had charge of all that he had, "Put your hand under my thigh, and I will make you swear by the LORD, the God of heaven and of the earth, that you will not take a wife for my son from the daughters of the Canaanites, among whom I dwell, but will go to my country and to my kindred, and take a wife for my son Isaac." Genesis 24:2-4
However, that servant did pray to Yahweh, asking Him to show him which woman He had appointed for Isaac.

God has given us the gift of free agency. We have the freedom to choose the one we love. In the same manner, we have the freedom to choose the one we want to marry.
Pre-arranged marriage, obviously, does not go along the lines of freedom to choose and decide for oneself. Marriage is not a game and it should not be treated as a hit-or-miss kind of thing. If other people decide whom you should marry, I seriously do not think that you'd have enough emotional commitment to sustain the marriage.
